(Lyle, most of my questions for 500 Rawls are about buffers, but Ian informed me earlier this week that they have made additional changes to the stream impacts if you want to join). Stream impacts S3 and S4 are both titled "NCDOT Roadway Crossing". The application indicates that this is not a public transportation project, and it is unclear if these two impacts are being built by NCDOT or if the roads are just being designed to NCDOT standards. As mentioned by the US Army Corps of Engineers in their 1/7/2022 request for additional information, these impacts do not appear to be necessary to complete the stated purpose and could be avoided. Please provide additional information on these impacts. [15A NCAC 02H .0502(c)] 2. Stream A is depicted as perennial on the included "Keith Road Project Wetland Sketch Map" but is listed as intermittent in the Stream Impact table for S3. Under "Project Impacts" and "Mitigation" in the PCN Cover Letter, it is indicated that 491 linear feet of perennial stream will be permanently impacted. Please clarify. [15A NCAC 02H .0502(c)] 3. The Buffer Impact Maps are difficult to follow. Buffer Impacts are not labeled in a coherent order on the Impact Maps. For instance, Stream impact S1 and Wetland Impacts WI-W4 are shown on Inset 1, but Buffer Impact 131- 1 is shown on Inset 4. Additionally, Impact Maps are not of a sufficient size to convey the details of the impacts. Please resubmit the plans with each Inset as a separate full-sized sheet and include an Impact Table on each sheet. [15A NCAC 02H .0502(a)(9)] 4. The Buffer Impact Table is difficult to follow. It does not indicate which item in the Table of Uses the proposed activity falls under (ex: "Non -Perpendicular Road Crossing" or "Grading", etc). Additionally, it appears that Impacts in the Impact Table do not correspond to the correct activity on the Impact Maps. For instance, 132-8 and 132-9 on the Impact Table are listed as "deemed allowable", but the labels on the Impact Map Inset 1 show 132-8 and 132-9 as part of a Non -Perpendicular Road Crossing, which is not a "deemed allowable" impact. Please revise and resubmit the Impact Table. [15A NCAC 02H .0502(c)] 5. Sean Clark of Sage Ecological Services is listed as the applicant. Is this correct? Please provide the requested information within 30-days.
