Existing residential lot located that requires electrical service to be installed by Duke
Energy. The configuration of the lot requires that the electrical service be trenched
inside Zone 2 of a buffered surface water that directly connects to the Neuse River.

Project involves trenching a residential service electric line from an existing junction
box to a undeveloped lot. The line installation will have to be trenched through Zone
2 of a Neuse River buffer. The trench will be 30" deep, 18" wide and approximately
170 feet in length. Small excavation equipment will be used to create the trench.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The project design had to account for existing utilities in the area. The proposed
trench will be inside Zone 2 of the 50-ft buffer. The Zone 2 in this area consists of
maintained and unmaintained yard and grassy areas.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The proposed trench will be placed in Zone 2 and will be approximately 170 feet long,
30 inches deep and 18 inches wide. The trench will be backfilled after the electrical
line has been installed and will be returned to preconstruction grade. Groundcover
will be reestablished immediately after construction.
