Inspection Summary:
Site visit conducted in response to submittal of NOI for coverage under the NCG240000 General Permit for Compost
Facilities. Met with Angie Foster, Assistant Public Works Director, and Stacey McQuage, Public Works Director. Reviewed
information provided on the NOI and obtained some additional information, which was inadvertently left off. Facility has an
active E&SC plan under Project ID SCOTL-2022-012. Facility's DWM permits are 8303-Compost-2021 and 8303-TP-2021,
which classify the compost operations as large Type 1. Best management practices include a retention pond. After review of
the NOI, a general overview of the NCG240000 permit conditions including SWPPP components and monitoring
requirements was provided. Observations were made at the location where the proposed compost operations will occur. The
site is currently a grassed field sloping toward a basin with skimmer device, which will serve as a stormwater retention pond
with discharge to an existing drainage ditch leading to Leith Creek. No materials/windrows have been placed onsite yet.
Facility personnel are awaiting stormwater permit coverage before bringing material onsite and commencing with compost
operations. Per Part F-1(d) of the NCG240000 permit; "In accordance with NC General Statute 143-214.7A, for large Type 1
composting facilities, stormwater discharge that has come into contact with feedstock, intermediate product, or final product
at the facility will not be considered process wastewater." NOI application indicates stormwater only discharges, which
should be reflected in the facility's Certificate of Coverage.
