The Division of Water Resources records indicates Mark Wilhoit and Paige Vinson currently owns the above subject facility. As the property owner, you are also the owner of the existing single-family wastewater treatment system, which treats the domestic wastewater from the residence and releases the effluent to waters of the state. According to Division records, a NCG550000 Permit was originally issued on January 25, 2002. The Permit renewed by Mark Wilhoit and issued on August 1, 2002. The permit expired on July 31, 2007. This places Mark Wilhoit and Paige Vinson in violation of North Carolina General Statute § 143-215.1(a)(2), which states that no person may operate a treatment works or disposal system unless that person has received a permit from the Commission. Failure to maintain a permit for the subject facility may result in the assessment of civil penalties of up to $25,000 per violation. The Permit is no longer active as a result of non-payment of fees for the past six years (2016, 2017, 2018, 2019, 2020, 2021). For your convenience, I have attached the past due invoices. We have contacted the City of Durham and they have verified the above subject address is not connected to City sewer. We appreciate your assistance in this matter.
