POWER OF ATTORNEY
KNOW ALL BY THESE PRESENTS, that the undersigned, Bernhard Deutsch, Vice
President and General Manager, OFC, of Corning Optical Communications LLC, a North
Carolina limited liability company ("C.O1:"), hereby authorizes and empowers Carl Smith, with
effective as of April 1, 2022, retaining full rights of revocation and substitution, to execute and
deliver, for and on behalf of COC, limited to COC`s cable plant facility, located in Newton, North
Carolina, the followin-:

(i) permit applications to the North Carolina Department of Environmental Quality
(NCDEQ);
(ii) reports and other submissions to NCDEQ;
(iii) environmental permit applications to other state, federal and local authorities; and
(iv) reports and other submissions to federal, state, and local authorities required to comply
with environmental regulatory requirements.
This Power of Attorney will expire on December 31, 2022.
This Power of Attorney shall not revolve any powers of attorney previously executed by the
undersigned. This Power of Attorney tf—ait—n-oT� vied- by any power of attorney
that the undersigned may execute, unless such subsequent power of attorney expressly provides
that it revokes this Power of Attorney by referring to the date of the undersigned's execution of
this Power of Attorney and subject hereof.
