NORTH CAROLINA Director Environmental Quality October 10,2022 Allen Smith, Public Works Director Town of Carthage 4396 Highway 15-501 Carthage,NC 28327 Subject: Variance Request Approval Town of Carthage Pinecrest Street Water and Sewer Moore County Dear Mr. Smith: The Division of Water Resources (Division)has reviewed the submitted variance request received on July 14, 2022 for the subject project. The Division will grant the variance request for the use of alternate pipe materials for sewer systems with less than 36-inches of cover from final earth grade in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received July 14, 2022 from LKC Engineering,PLLC on behalf of the Town of Carthage, a variance is granted for the installation and operation of approximately 25 linear feet of 8-inch aerial gravity sewer between Manhole#1 (STA 0+40.00) and Manhole#2 (STA 0+80.00)with a 16-inch diameter steel casing pipe, as indicated on the provided plans, specifications, and supporting documents, and subject to the following requirements: a. The section of gravity sewer as described above shall be designated as"high- priority sewer" in accordance with 15A NCAC 02T.0402. b. High-priority sewers shall be inspected by the pennittee or its representative at least once every six-months in accordance with the permittee's individual system- wide collection system permit(WQCSD0134). c. The 8-inch gravity sewer shall be made of C900 PVC pipe. d. The 16-inch steel casing pipe shall be made of steel with a minimum yield strength of 35,000 psi and with a minimum wall thickness of 0.25-inches.
