The DWR has concerns regarding the impacts to coastal wetlands associated with proposed alignment and construction of the redi-rock retaining wall system. The DWR has concerns regarding the lack of information and detail provided in the application with regard to construction methodology and potential secondary impacts to water resources associated with construction of this type of retaining wall system. The cross section drawing in the application packet lacks the detail showing how the wall will be anchored into the existing soil base. Information contained in the application states a 'crane/mini excavator' and 'if any equipment is in the marsh, marsh mats will be used.' Heavy equipment, including a mini excavator on mats, used in a tidally influenced soft bottom coastal marsh significantly increases the potential for site alteration and compaction to occur. If equipment is used in the marsh, the approval will be conditioned to include monitoring for a period of two growing seasons after construction completion and potential mitigation if the marsh fails to recover and is permanently impacted. The DWR also has concerns regarding secondary impacts to the marsh resulting from excavation necessary for installation of the required base to stabilize the redi-rock system. Is the proposed bulkhead alignment measured from the base of the wall below grade or the wall alignment above grade? I have attached a copy of a typical sea wall detail from the redi-rock website. The notes and details on the typical drawing refer to design provided by a local Professional Engineer. Has this wall been engineered and if so what will the base material? The DWR also has concerns related to the type of backfill to be utilized, will a combination of stone and filter fabric be utilized? How will the disturbed soils, including what is excavated for installation of the base and the slope, be prevented from entering the adjacent surface waters. Will sedimentation and erosion control BMPS be implemented and if so where are they proposed to be located? The DWR requests that additional engineering details be provided that describe the construction methodology for the redi-rock retaining wall to ensure that the proposed activities are consistent with 15A NCAC 02H .0506 (b)(1), 15A NCAC 02H .0220 and 15A NCAC 02H. 0224. Updated drawing should be provided that include the engineered details of the redi-rock wall, its location in relation adjacent structure to be protected, the proposed base and backfill material, slopes, depth and height of wall, any erosions control measures, construction corridors, etc. The application is on hold until all of the information detailed above has been received by our office. The design takes up a lot of space. However, they will be filling a large amount of wetlands. In my opinion this design is not appropriate for this property due to the wetland fill. Hey Cameron, The purpose of this design is to maintain structural integrity of the already eroding hillside adjacent to the single family residence. The comments/suggestions of NC DMF could potentially undermine the stability of the sediment under the single family home. The home already has signs of settling on the waterward side of the house. Please let me know what is necessary to continue with the design as proposed. As a note please add that the contractor will use less fill than requested if possible while maintaining the integrity and purpose of the shoreline stabilization.
