Project Summary: The applicants wish to construct a new 3-slip docking facility and
perform new dredging within Town Creek for private use adjacent to 517 Turner
Street in Beaufort, Carteret County.

Narrative Description:
The proposal is within Town Creek adjacent to 517 Turner Street in Beaufort, Carteret County. This
property is currently an undeveloped property, with some shoreline stabilization along the southern
part of the property. This proposal is for private use. The adjacent property to the south is developed
and the property to the north belongs to NCDOT as part of the Turner Street Bridge. The closest
adjacent docking facility is approximately 50' to the south.
The elevation of the high ground on the property is approximately 3.3' above the normal water level.
Vegetation on the property mainly consists of lawn grasses, and shrubs. There is approximately 274'
of shoreline on this 0.18-acre tract.
Water depths in the project area range from —0.7' to 2.6' nwl. The subaqueous substrate is a
combination of sand, mud, and silt. There is a Federal Channel in the nearby vicinity of the project
area. Plans indicate that all work will be located at least 5 feet from the federal Channel Setback.
There is not a cultural resource in the project area. This waterbody is approximately 838' across at
this location. These estuarine waters are not classified as a Nursery Area. Submerged aquatic
vegetation is not present within the project area. This waterbody is closed to shellfish harvest and is
classified as SC. There are shellfish resources within the project area, but not within the proposed
dredge area. This proposal is located within the White Oak River basin.
Proposed Development:
The applicants are proposing to construct a pier, fixed platform with a finger pier allowing access to
two boatlifts and a floating dock with a wet slip within Town Creek. The applicants are also
proposing to perform new dredging within the boatlift and wet slip locations. This proposal is
adjacent to 517 Turner Street in Beaufort, Carteret County. This proposed 3-slip docking facility
would be for private use.
The applicant is proposing to construct a 6' by 150' pier on the north side of the property which
would connect to an 8' x 41' fixed platform and 8' x 63' floating dock. The applicants are proposing
a 6' x 35' finger pier on the west side of the fixed platform allowing access to two 14.5' x 15'
boatlifts on either side. The applicants are proposing to place a 30' x 60' wet slip on the west side of
the floating dock. The applicants are also proposing to perform new dredging within the boatlift and
wet slip area in the dimensions of —60' x 160'. The current depths range from -0.7 to -2.6 nlw. The
proposed dredge depths are -4' nlw and would be connecting to depths of -4.7' nlw.
Anticipated Impacts:
This proposed 3-slip docking facility would be for private family use. This docking facility extends
approximately 140' waterward as measured from the edge of marsh. Town Creek is approximately
838' across at this location. The proposed docking facility would usurp 3,819 square feet of Public
Trust waters, shade 210 square feet of coastal wetlands, and dredge an area of 9,595 square feet and
remove 942 cubic yards of sandy mud.

Traditional marine construction methodology would be utilized during the construction of this
project. Turbidity impacts associated with dredging are anticipated during the construction activities
within Town Creek. This waterbody is not classified as a Primary Nursery Area. There is no SAV
present within the project area. The area of oyster beds in the nearby vicinity fall outside of the
proposed dredge area. This waterbody is closed to shellfish harvest. The Federal Channel will not be
encroached, and the traditional thru-navigation route is in the center of Town Creek at this location.

This project will include the development of a private boat docking facility located at 517 Turner Street in
Beaufort, North Carolina. The site consists of one parcel on 0.18 acres of land. The adjacent lot to the South is
the location of townhomes owned by Turner Westward, LLC and the adjacent lot to the North is vacant and
owned by NCDOT. The proposed development includes three total boat slips and two uncovered boat lifts,
along with a dock and floating dock. The slips are designed for one larger boat and two smaller ones. In order to
construct the development, the proposed area of Town Creek will be dredged to -4' at normal low water level.
The average depth in the dredging area is currently -1.35' at normal low water level. There will be no upland
development of the property and the dredging method will include bucket and barge. Using this method, the
construction will include dredging 942 cubic yards of silt, mud and fine sand from Town Creek in the proposed
dredging area. The property is in Beaufort city limits and is zoned residential. The disposal area for dredge
material as well as the contractor is yet to be determined. The access dock will be 6' wide and 156.4' in total
length and then a turn with an additional 4Px8'dock to a 16' gangway to an 8' wide by 63' long floating dock.
Land Management Group conducted a shellfish survey in May of 2021 and found no shellfish in the proposed
dredging area. The area is closed to the public for both commercial and recreational shell fishing. There is
currently no existing development or docks on the property. The Town of Beaufort will be responsible for
wastewater facilities, if needed, but they aren't currently planned. Maintenance activities such as boat engine
repair, fiberglass repair, painting, pressure washing, and hull scraping will be prohibited on site.
