On behalf of Mooresville Oil Company, Inc.,Environmental Compliance Services of North Carolina, PC
is submitting this request for the renewal of NPDES Permit NC0089001. The NPDES Permit Renewal
Application — Short Form C — GW and the required items are attached to this letter. The application
requests the permission to release treated water from a petroleum contaminated groundwater treatment
system.
The remediation system has been down due to equipment malfunction since February 2013;therefore,the
most recent water quality data is from January 2013. The replacement remediation equipment has been
ordered and the remediation system should be operating by the end of November 2014. No other changes
have occurred since the issuance of the last permit.
As previously reported,the groundwater remediation system contains an iron and manganese filter on the
effluent stream. Treated water passes through this filter and to the outfall. Periodically, the filter is
backwashed using clean system water. This water is contained in a 2,000 gallon holding tank adjacent to
the filtration building. Once the holding tank has reached capacity it is pumped out by a contractor
licensed to dispose the liquid offsite.
The system also contains a granular activated carbon filter that polishes the low profile air stripping tower
effluent. Once the carbon is spent the filter is replaced and disposed of offsite by a contractor licensed to
handle the spent material.

For sites contaminated with solvents or other contaminants - EPA Method 624/625
analysis should be performed.
