The stormtech system will only support hydrology immediately following precipitation events. The natural groundwater discharge function of the wetland must be maintained to ensure no secondary/indirect impacts downstream. Andrew W Moore, P.G. The stormwater system is designed to collect surface drainage from the northeastern parking lot area into the proposed subsurface Stormtech, which will then direct that flow into the existing culvert which carries flow from Wetland K under Brevard Road. See attached plan sheet. He didn't feel that a French drain would maintain hydrology under Brevard Road to the receiving stream. Would the surface flow connection be sufficient to maintain hydrology? The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. The Division appreciates the applicant's efforts to avoid and minimize impacts to jurisdictional features within the project site. However, the Division is concerned that the fill of Wetland K (Impact W1) will impact the hydrology of the wetland and/or stream feature downgradient of the project site. Typically, this concern may be alleviated with the installation of a French drain/underdrain system. Please explain how the hydrology in the wetland and/or stream feature downgradient of Wetland K will be maintained so that the feature(s) may continue to support its existing uses. [15A NCAC 02H .0506(b)(3)] Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please provide your response by October 23, 2022. If all of the requested information is not received, the Division will be unable to approve the application and it will be denied as incomplete. The denial of this project will necessitate reapplication to the Division for approval, including a complete application package and appropriate fee. Feel free to contact me if you have any questions. Andrew W Moore, P.G.
