We're talking about the same thing regarding the fill, both for the pipe and at its outlet.
Regarding the attached NCWRC letter, here is how we will adjust our plans as needed to address their comments in bold
below:
1. Use a substitute for HDPE pipe: We had planned to use HDPE for its long life and ease of construction;
however, we'll change the material to corrugated metal pipe (CMP) in order to have a uneven pipe invert.
2. Recess culverts into the stream bed: We will have the contractor bury the pipe approximately 6" below the
stream bed.
3. Heavy fiber matting and native woody vegetation should be planted on all disturbed stream banks: Our plans
will be revised to include this requirement in lieu of the standard erosion control matting and grassing
specifications.
4. Matting for bank stabilization should be free of nylon mesh: Biodegradable matting with cotton netting and /or
coir matting will be used.
5. Suitable BMPs shall be included in the access road design to prevent sedimentation from lost sediment during
hauling: Most of the sediment will be dry, and silt fencing is required along the roadway.
6. NCWRC should coordinate any action with the Natural Heritage Program regarding the Hexastylis found
within the project: The one area of endangered plant is shown on the plans and staff from both agencies are
aware of the proposed impact. During a previous site visit, staff asked that the location not be flagged prior to
construction in order to avoid unauthorized removal of the plants.
