The Central and Regional Aquifer Protection Section staff have completed their review of the application
package submitted May 14, 2013, however, additional information is required before the review may be
completed. Please address the items on the following pages no later than the close of business on June
22, 2013.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and
regulations. Any oversights that occurred in the review of the subject application package are still the
Applicant's responsibility. In addition, any omissions made in responding to the outstanding items shall
result in future requests for additional information.
Please reference the subject application number when providing the requested information. All revised
and/or additional documentation shall be signed, sealed and dated, with three copies submitted to my
attention at the address below. Please note that failure to provide this additional information on or before
the above requested date may result in your application being returned as incomplete.

Notes:
1. When providing an additional information response to the Division, please provide a letter addressing
each comment and provide a reference as to the location of the requested information in the updated
application package.
A. Cover Letter:
• 1. The cover letter requests that the permitted average monthly daily flow be reduced from 4 million
gallons per day (MGD) to 3.925 MGD. Division review of the permitted annual loading rates in
Attachment B of the permit issued October 22, 2010, indicates that removal of Field B upon
completion of Phases I and II will result in an average daily flow disposal reduction of 99,802
gallons per day (GPD). Currently, all permitted irrigation fields combined are capable of
disposing 5,009,761 GPD, which exceeds the permitted average daily flow of 4 MGD.
Therefore, in lieu of approving the flow reduction request, the Division suggests that the monthly
average daily flow remain at 4 MGD, but the daily maximum flow rate be reduced to 4,909,959
GPD to reflect the loss of Field B. The Division suggests that the monthly average daily flow
remain the same because even with the loss of Field B, the remaining irrigation fields have more
than enough capacity to accommodate 4 MGD of treated effluent.
C. Application:
1. Application Item IV.4. indicates that the Applicant intends on submitting an Erosion and
Sedimentation Control Plan (E&SCP) application on or about May 28, 2013. Per 15A NCAC
02T .0105(c)(6), the application for the E&SCP shall be submitted to the Division of Energy,
Mineral and Land Resources prior to the issuance of this non -discharge permit.
2. Amend Application Item N.6. to reflect the permitted monthly average daily and maximum daily
flows based on the comment in Section A — Cover Letter.
3. Per Application Instruction P and 15A NCAC 02T .0105(c)(10), amend Application Item IV.9. to
state that documentation of the presence or absence of threatened or endangered aquatic species
has been provided. See Section P — Additional Documentation for further comments. ,/A-7 )/ '-

However, review of the Engineering Plans does not indicate an overflow or spillway for the 27
MG lagoon. Please amend.
6. Please amend Application Item VII.8. to include the post -Phase I acreage for Field B.

I. Engineering Plans:
1. Per Application Instruction I, please submit two set of Engineering Plans in 11 x 17-inch format.
2. Amend Plan Sheet G-2 to note that MW-3 is to -be -abandoned, as well as indicate the location of
the proposed well to replace monitoring well MW-3.
L. Site Map:
1. Per Application Instruction L, please provide two copies of an 11 x 17-inch site maps separate
from the plan sets. Please note the site maps shall be attached to the issued permit.
2. Per Application Instruction L and 15A NCAC 02T .0504(d), please ensure the site, map for the
proposed facilities include:
a. A scaled map of the site, with topographic contour intervals not exceeding 10 feet or 25
percent of total site relief and showing all facility -related structures and fences within the
wastewater treatment and storage systems.
b. The location of all proposed, existing and to be abandoned wells (including monitoring),
streams, springs, lakes, ponds, & other surface drainage features within 500 feet of all
wastewater treatment and storage systems.
c. Actual most restrictive setbacks as required by 15A NCAC 02T .0506(a) and (b), and as
listed in Application Item VIII.3.
d. Show the location of all property boundaries within 500 feet of the wastewater treatment and
storage systems.
e. All habitable residences or places of public assembly within 500 feet of the wastewater
treatment and storage systems.

Subject: Campbell's Soup Supply Company - Non -Discharge Permit Modification —
Information Required
The purpose of the memorandum is to summarize the applicability of sections outlined in the
Instructions for Form WWIS 08-11 & Supporting Documentation in accordance with15A NCAC
02T .0500 — Wastewater Irrigation Systems to the Campbell's Soup Supply Company
(Campbell's) proposed project and associated non -discharge permit modification application.
The proposed project is the installation of two irrigation storage basins (nominal volumes — 27
million gallon (MG) and 3 MG). The basins will increase the available storage at the facility by a
factor of approximately 5, allowing Campbell's the flexibility to store more wastewater. Based on
the nature of the project it is Dewberry's opinion that several of the sections outlined in the
instructions for Form WWIS 08-11 are not applicable to the current project and therefore do not
need to be included as part of the permit modification application. The table below summarizes
these sections and our reasoning for their exclusion.

N. Operation and Maintenance Plan
An Operation and Maintenance (O&M) Plan for the new
irrigation storage basins will be provided; however, the entire
O&M Plan for the treatment facility and existing irrigation
system will remain unaltered from previous versions submitted.
O. Residuals Management Plan
The proposed project does not include new, expanded, or
replacement wastewater treatment systems.
