Please reference the As -Built report dated December 16, 2013 and the Post - Construction
Year 1 Monitoring Report dated May 28, 2014 for the Upper Stoney Creek Stream Restoration
project. The site was approved for inclusion into the City of Charlotte's Umbrella Stream and
Wetland Mitigation Bank (Bank) by letter dated December 18, 2009. The approved site specific
mitigation plan proposed the restoration of 3,203 linear feet of stream channel, the enhancement
of 2,924 linear feet of stream channel, and the preservation of 1,957 linear feet of stream channel
and 3.64 acres of wetlands.
This report documents the success of the stream restoration/enhancement efforts for Year 1 of
approved projects in the Upper Stoney Creek Watershed. We have reviewed the submitted report
and determined that the proposed credit releases are in accordance with guidelines set forth in the
Mitigation Banking Instrument (MBI) entitled, "Agreement to Establish the City of Charlotte,
Umbrella Stream and Wetland Mitigation Bank in Mecklenburg County ". Based upon the
information provided in this monitoring report and observations made during our September 4,
2014 site visit, we authorize the release of 909.99 stream mitigation credits to be incorporated
into the Bank and used for future compensatory mitigation. If you have any questions, please
contact me at (828) 271 -7980 extension 234.
