(S &ME) hereby submits this Pre - construction Application (PCN) to authorize impacts to waters of the U.S. due to design/routing revisions to a project previously- approved under Nationwide Permit (NWP) No. 12 and Water Quality Certification (WQC) No. 3884. The project, identified as PNG Wilson Line 40A, will involve replacement of approximately 2.6 miles of natural gas pipeline in Wilson County, North Carolina, and will involve minimal loss of waters of the T L "s_ The project was originally authorized by the U.S. Army Corps of Engineers ( USACE) on December 1, 2011 (SAW 2011 - 02239) and by the N.C. Division of Water Resources (NCDWR) on November 22, 2011 (Project No. 11- 0877). The project was delayed due to engineering changes, during which time the original permit authorizations expired. The project was re- authorized by the USACE on Aprill5, 2014, and by NCDWR on July 21, 2014. Copies of these 2014 re- authorization letters are included in Appendix I. Gas being transported through the existing line cannot be diverted until the new line is installed and ready for service. In order to avoid working on top of the existing "loaded" line, PNG determined that additional temporary workspace would be needed to accommodate the heavy equipment that will be installing the new line. Additionally, PNG is implementing a policy of locating transmission lines away from densely populated areas where practicable. To that end, a segment of the proposed pipe that was previously proposed for construction through a residential area has been relocated. Those factors, coupled with additional minor routing adjustments, necessitate re- submission of this PCN such that the current impacts are accurately reflected in the appropriate permit authorizations. It should also be noted that since the time of the original delineation in 2011, natural changes to the wetland vegetation condition have occurred, such that some areas previously identified as "herbaceous" are now currently classified as "scrub- shrub." As such, some previous impacts that were originally considered temporary, in that the vegetative condition of the wetlands would not change following construction, are now considered permanent conversion, requiring mitigation from the USAGE. The revised design and new workspace will temporarily affect additional wetland areas. The project revisions will also result in revisions to the Zone 1 and Zone 2 buffer impacts, which have been submitted to the NCDWR under a separate cover. A copy of the revised PCN and Agent Authorization Form from PNG are included in Appendix II, and revised impact tables are included in Appendix III. GENERAL PROJECT INFORMATION The purpose of the project has not changed since its approval. PNG plans to replace a segment of aging 4 -inch natural gas line in Wilson County, N.C. and construct a new meter station. Due to the re- design efforts, the pipeline will now originate at a tie -in with an existing line located south of Lane Street and west of Martin Luther King Parkway (35.706822 °N, - 77.881125 °W) and extend approximately 2.6 miles south and west to its terminus at a PNG "City Gate" station located west of Baldree Road (35.6952 °N, 77.9186 °W). The location of the project corridor is depicted on the Site Vicinity Map (Figure 1), on portions of the appropriate USGS Topographic Map (Figure 2), and on an aerial photograph dated 2013 (Figure 3). Replacement of the existing gas line involves excavation of the old 4 -inch line and replacement with new line of the same diameter. During routing review for the planned F, Revision to Existing NWP -12MQC 3384 Authorization SWE Project No. 1357 -11 -008 Ph 01 PNG Wilson Line 40A October 31, 2014 replacement, areas of encroachment by local municipalities were discovered, facilitating the need to obtain new ROW (parallel to the existing ROW) and abandon those sections where encroachment has occurred. Additionally, the new line has been routed farther away from residential areas. In other areas, it parallels or will be installed within the existing natural gas ROW within the project corridor. In uplands, PNG plans to remove and replace the existing line within the existing 30 -foot ROW. To minimize disturbance to jurisdictional Waters of the U.S., PNG plans to leave the abandoned pipeline in place in areas of encroachment. At bore locations, PNG also plans to abandon the existing line in place and install a new line in an additional 10 -foot of proposed ROW adjacent to the existing 30 -foot ROW. Of the 40 -foot ROW in areas that will be bored, only 30 feet will be permanently maintained. In areas where local municipalities have encroached within PNG's existing easement, the old line will be abandoned in place and a new 40 -foot ROW acquired. Of the 40 feet, only 30 feet will be permanently maintained, while the remaining 10 feet will consist of temporary work space (TWS). Wetland and stream crossings that will be installed via conventional methods will be installed within the existing ROW, and no additional permanent conversion of vegetation will occur in these areas. The combined permanent and temporary ROW width will be limited to 40 feet at stream crossings during construction, except as otherwise noted to provide for safe installation of the pipe. Areas within wetlands that are disturbed will be seeded with a customized wetland seed mix. Areas outside of the permanently maintained ROW will be allowed to re- vegetate naturally. Stream banks temporarily affected by trenching or placement of the equipment bridge will be stabilized with a separate native seed mix specifically designed for riparian areas, placement of coir matting, or installation of native woody plantings (livestakes or tubelings) where Neuse River buffer rules apply. Otherwise, stream banks will be matted and seeded with the riparian seed mix only. REVISED PROJECT IMPACTS The revised, overall project impacts are identified in Tables 1 through 3, and in greater detail in appropriate tables in Appendix III. The additional impacts will occur as a result of equipment operating in the new TWS or routing revisions. Further, as indicated previously, vegetation within some of the wetland areas that had been logged just prior to the original site delineation in 2011 has since regrown to a scrub -shrub form, resulting in additional conversion impacts. Although the project will result in conversion of forested wetlands to herbaceous wetlands, the loss of waters of the U.S. is limited to 1,801 sf (0.041 acre) associated with construction of the meter station. Temporarily- impacted wetlands, along with the TWS used during construction, will be restored to their original grade and contour. The revised wetland, stream, and riparian buffer impacts are identified in their respective tables in Appendix III, and a revised set of drawings that depict the impacts currently proposed are included in Appendix IV. Typical stream and wetland crossings details were depicted in the original permit application. Following construction, temporarily - disturbed wetlands within the permanent ROW will be restored to an herbaceous state, while those within the TWS will be restored and allowed to return to a forested condition. Affected stream banks will be re- constructed to their pre - disturbance dimension and profile, and stabilized using coir matting and vegetative plantings, without use of riprap or hard armoring. Please refer to the restoration plan included with the original permit application package for additional details. MITIGATION Wetlands The original wetland impacts associated with the December 2011 permit required purchase of 0.75 acre of credit, which was obtained from the N.C. Ecosystem Enhancement Program (NC EEP) (see receipt in Appendix V). Based on coordination with the USACE, the additional wetland impacts associated with this revision will require purchase of an additional 0.5 acre of credit. PNG plans to obtain this credit from NC EEP, who has notified S &ME that the credit is available, and is preparing a statement of availability for their purchase. Riparian Buffer The original buffer impacts associated with the December 2011 permit required 20,421 credits, which were obtained from Greene Environmental Services (see receipt in 4 Revision to Existing NWP -12MQC 3384 Authorization SWE Project No. 1357 -11 -008 Ph 01 PNG Wilson Line 40A October 31, 2014 Appendix V). The additional buffer impacts associated with this revision will require purchase of an additional 5,952 credits, as detailed in the appropriate table in Appendix III. PNG plans to obtain these credits from EBX, who have notified S &ME that the credits are available, and are preparing a statement of availability for their purchase. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project will be constructed within or adjacent to existing, mainatined utility corridors, through open areas and woodland. General land use in the vicinity of the project corridor consists of mix of light industrial, residential areas, active farmlands, forest and clear -cut areas. Primary natural habitat types consist of maintained utility corrdiors, pine and hardwood forests and floodplain wetlands. A variety of other land use areas are located along the project corridor, and include landscaped or maintained lawns, roadway rights -of -way (ROWs) or lightly - developed areas. 3b. Explain the purpose of the proposed project: The primary purpose of this project is to replace a seection of aging gas line within the corridor. Additionally, PNG has discovered that some area of existing easement have been encroached upon by local municipalities. In these areas, it is necessary to obtain new ROW for safety purposes. Finally, portions of the new line have been routed away from the existing line to increase its distance from resindetial areas. The project was originally authorized by the U.S. Army Corps of Engineers (USACE) on December 1, 2011 (SAW 2011- 02239) and by the N.C. Division of Water Resources (NCDWR) on November 22, 2011 (Project No. 11- 0877). The project was delayed due to changes in the changes in the anticipated demands of the service area, which required PNG to conduct an engineering e- evaluation the proposed replacement project. Based on that re- evaluation, PNG determined that the size of the replacement line as previously proposed would not change, but that construction of a regulator station and its associated earthen pad would be required. Construction of the regulator station will impact an additional 1,800 square feet (sf) of scrub -shrub wetlands north of Industrial Park Drive through placement of earthen fill and a concrete pad to support aboveground piping associated with the station. 3e. Describe the overall project in detail, including the type of equipment to be used: Replacement of existing gas line involves excavation of the old 4 -inch line and replacement with new line of the same diameter. During routing review for the planned replacement, areas of encroachment by local municipalities were discovered, facilitating the need to obtain new ROW (parallel to the existing ROW) and abandon those sections where encroachment has occurred. PNG has routed the new gas line such that it parallels or is installed within existing natural gas ROW for its entire route within the project corridor where possible, but has also sought to relocate portions of the new line away from residential areas. In uplands, PNG plans to remove and replace the existing line within the existing 30' ROW. To minimize disturbance to jurisdictional Waters of the U.S., PNG plans to leave the abandoned pipeline in place in areas of encroachment or areas that will be bored. At bore locations PNG plas to install a new line in an additional 10' of proposed ROW adjacent to the existing 30' ROW. Of the 40' ROW in areas that will be bored, only 30' will be permanently maintained. In areas where local municipalities have encroached on PNG's existing easement, the line will be abandoned in place and a new 40' ROW acquired. 30' of the newly- acquired ROW will be permanently maintained. Disturbance at wetland and stream crossings will be limited to 40' in width during construction, unless otherwise depicted on the attached drawings. At crossings that do not involve HDD /bore, a trench will be excavated to install the pipe. Within wetlands, stump removal or light grading may occur outside of the trench line only if required for safety reasons, and toposil and subsoil excavated from the trench will be segregated. The pipe will then be lowered into the trench, and the trench backfilled, with the toposil replaced last. Affected wetland areas and stream crossings will then be restored to pre- disturbance contours, stabilized and seeeded with specialized, native seed mixes. Affected portions of the TWS will be allowed to revegetate naturally. Streambanks temporarily affected by trenching or placement of equipment bridges will be stabilized with coir matting and native woody plantings. The project will terminate at an existing city gate station located west of Baldree Road. Industry- standard earthmoving and pipelining equipment, such as bulldozers, excavators, dump trucks and sidebooms will be used to conduct the work. Wetlands and streams were delineated within an approximately 300 -foot wide corrdior and avoided where practicable. The combined width of the permanent ROW and TWS will be not exceed 40 feet at stream and wetland crossings. Efforts were made to site extra TWS needed for bore or drill setups away from wetlands and streams. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The project will make use of horizontal direction drill (HDD) and conventional bore (collectively referred to as "trenchless" crossings). Where streams are not bored or drilled, isolation methods (dry construction with clean water dam - and -pump or dam -and- flume) will be used. Impacts will be minimized by stabilizing the temporarily- affected banks with coir matting and deep- rooted vegetation rather than riprap. Wetland impacts will be minimized during construction through the use of equipment mats at crossings and trench plugs to prevent alterations to wetland hydrology. Additionally, construction equipment operating within the wetland will be limited to that equipment necessary for clearing, construction and restoration activities. Wetland vegetation will be cut at ground level, leaving existing root systems in place to promote re- growth. To the extent practicable, wetland topsoil will be segregated from the underlying subsoil in areas disturbed by trenching, except in areas with standing water or saturated soils, or where no topsoil is evident. Within wetlands, yearly vegetation maintenance will only be conducted within a corridor that is not greater than 30 feet wide. Remaining portions of the proposed 40 -foot ROW will be seeded with a wetland seed mix and vegetation allowed to return to its pre - construction growth stage. 2.
