Carlo,
I was looking over the information you provided on 5/24/22. Everything looks good except for a few small issues:
Please correct the following:
- General design comments:
o Please provide the riprap sizing calculations (This item is required per General MDC 4 and 15A NCAC 02H
.1042(2)(f)). It is noted that the riprap apron size information is included on plan sheet EC-1, however, I
did not see the calculations showing how these numbers were derived/showing that they are
adequately sized.
o There appears to be some new BUA being added to the site (on Club Pond Road & Eaton Lane) that does
not drain to the SCM. The amount of untreated new BUA appears to be less than the amount of existing
BUA for the site (17,230 sf) so it does not need to be treated (since the net increase in BUA for the site is
being treated), but it does need to be accounted for in the Entire Site Column of the Drainage Areas
Page of the Supplement-EZ Form (see below comment). The BUA amounts shown in the wet pond
1
drainage area columns won’t add up to the entire site column since there is some BUA located on-site,
but not located within the drainage area of either SCM (While not required, you can include a bypass
drainage area on this form so that the BUA values in the 3 drainage area columns (wet pond 1, wet pond
2, and bypass) add up to the entire site column (The form is not set up to do this, it would just be for
clarity)). You will need to update the total amount of BUA within the project area (“entire site”) and,
depending on the exact amount of BUA located on-site but not within an SCM drainage area, you may
need to recalculate/update the project density.
- Wet Pond 1 design comments:
o Plan sheet SCM-1 shows a 5” diameter drawdown orifice being drilled into a 4” diameter PVC pipe.
Please either increase the diameter of the PVC pipe so that it is as large as or larger than the drawdown
orifice or reduce the size of the drawdown orifice so that it will fit within the PVC pipe (provide revised
drawdown calculations if changing the size of the drawdown orifice).
o NOTE: It is noted that wet pond 1 is adequately sized for what is currently being permitted (Drainage
area of 1,141,886 sf with 475,548 sf of BUA) as well as the future build-out conditions (Drainage area of
1,866,124 sf with 900,331 sf of BUA). The permit will be written to reflect what is currently being
permitted, but a note will be added to the permit indicating that the wet pond is oversized to handle a
drainage area of 1,866,124 sf with 900,331 sf of BUA.
- Supplement-EZ Form comments:
o Cover Page:
Line 7 – Please indicate the width of the required vegetated setback (30 ft) from the surface
waters to the west of the project site.
o Drainage Area Page:
Entire Site Column:
General – Please ensure that all of the BUA located within the project area (not just the
portions of the portions of the project area draining to the wet ponds) is accounted for
in this column
Line 15 – Please ensure that the existing BUA is recorded in this column.
Line 18 –Please include the %BUA for the project area (this information should match
the information shown in Section IV, 8 of the Application).
Line 9/Line 12, Roof – The BUA allocated to the individual lots should be recorded on Line 9
(new BUA on subdivided lots), not under Line 12 (breakdown of BUA not on subdivided lots).
Line 10 – Line 10 should be the sum of the items shown on Line 12 (the BUA located in common
areas/not allocated to the individual lots).
o Wet Pond Page:
Lines 25/35/40 – The design volume of the SCM is typically the volume that can be stored above
the permanent pool surface and below the bypass weir (@ 257.8’ for wet pond 1 and @ 256.3’
for wet pond 2), i.e., the volume that gets drawn down via the drawdown orifice only. You can
keep the design volume as the minimum required treatment volume if you wish, however
increasing the design volume up to the bypass weir provides additional treatment capacity for
the SCMs.
Please provide the following:
- 1x hard copy & 1x electronic copy of the riprap calculations.
- 1x hard copy & 1x electronic copy of the revised Supplement-EZ Pages.
- 2x hard copies & 1x electronic copies of the revised plan sheets.
- 1x hard copy & 1x electronic copy of anything else needed to address these comments.

Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group)
will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal review.
