Subject Application Request to Construct a Dock and Boathouse by High Ridge Farms LLC — Lake
Tillery, Progress Energy, FERC 2206, Yadkin-Pee Dee River, Stanly County, North Carolina
Dear Mr Thigpen
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the
application request Our comments are provided in accordance with provisions of the Federal Power Act,
as amended (16 U S C 791 a -825r) and Fish and Wildlife Coordination Act (48 Stat 401, as amended, 16
U S C 661 -667e) t
The applicant proposes to remove an existing T- shaped pier, construct a new dock and boathouse,
and stabilize the shoreline with rip rap According to the application (Sheet 1), it appears in addition to
removing the T- shaped pier, another existing pier and boat ramp will be removed The site is located in
an area designated as "Integrated Use"
Should the application request be approved, we offer the following comments and
recommendations to minimize impacts to aquatic and terrestrial wildlife resources
Adhere to all piovisions detailed in the Lake Tillery Shoreline Management Plan
No in -water work should occur between April 1 and June I to minimize impacts to spawning fish
and to the survivability of young fish
3 Minimize impacts to the existing forested buffer within the project boundaries to the maximum
extent practicable Forested buffers reduce pollutants and filter runoff, provide shading for
aquatic habitats, and travel corridors for wildlife species If forested buffers are disturbed within
the project boundaries, these should be re- vegetated with native tree species, allowed to develop
into a natural forested area, and should not be maintained except as provided in Section 6 1 of the
Shoreline Management Plan
4 Aquatic vegetation should be protected during construction activities and subsequent use of the
facilities Aquatic vegetation provides food for several wildlife species and provides cover from
predatory animals for young fish and amphibians Aquatic insects, snarls, and crustaceans, a
source of food for many aquatic and terrestrial wildlife species, are found m areas that support

aquatic vegetation Also, aquatic vegetation is effective at wave energy attenuation and scour
prevention, stabilizing sediment, and removing pollutants from the water
Installing trees and brush under fixed piers would provide complex aquatic life habitat These
should be constructed and maintained in a manner as to be "Fish- Friendly"
Avoid the use of pesticides, fertilizers, and cleaners near or over water
7 Sediment and erosion control measures should be installed prior to any land clearing or
construction These measures should be routinely inspected and properly maintained Excessive
silt and sediment loads can have numerous detrimental effects on aquatic resources including
destruction of spawning habitat, suffocation of eggs, and clogging of gills of aquatic species
