Enclosed are five copies of a completed application submittal package requesting a Water Quality
Certification (No. 3890) which corresponds to US Army Corps of Engineers (USACE) Nationwide Permit
42. This application package consists of the following documentation: a completed PCN form, three maps,
construction drawings and site photos. Please also find the enclosed journal transfer documentation
indicating that payment of the $240 application fee has been transferred from the account of the Division of
Parks and Recreation (DPR) to the Division of Water Quality.
The primary purpose of this project is to create an in- stream hiking trail crossing for the current Loblolly
Trail reroute project at William B. Umstead State Park.
This project will involve creating a natural stone crossing using stepping stones from a local quarry. The
trail approach will consist of a series of stone steps to enter the creek. This crossing will take the place of the
previous wooden bridge which was washed out during a major flood event. The goal of this crossing is to
safely move visitors across the creek during normal conditions without adding infrastructure to the area that
may pose hazards down stream.
DPR is concurrently submitting a permit application to the US Army Corps of Engineers under NWP 42. The
request is being made to David Shaeffer in the Raleigh Field Office.

Project Description
The proposed project is to replace the original wooden bridge over Reedy Creek on the Loblolly Trail
with natural stepping stones The existing had been destroyed due to flooding events After lengthy
discussion among DPR staff it was determined that an in- stream crossing would be more sustainable
than a bridge The crossing,will tie into,the existing Loblolly Trail reroute The approach and crossing will
consist of boulder steps on either side of the crossing The goal of4this project is to provide a safe and
sustainable crossing for visitors
The stepping stones will be buried in- stream so as to be stable for visitors as well as allow stream flow
The crossing will impact approximately 100 square feet of streambed with an additional 250 square,feet
of stream bank for approach steps Construction equipment will be used to move stones to site and
place in stream Additionally hand tools will be necessary for the crossing as well as to create the
remaining trail

Application Fees for Division of Water Resources
William B. Umstead State Park is in need of a DWR Water Quality Certification (WQC) for
impacts to Reedy Creek due to stepping stone crossing installation for the Loblolly Trail
Reroute. This project seeks to replace the washed out wooden bridge crossing that was
previously used to cross the creek. After many meetings between park staff and operations it was
determined that an in- stream crossing was the best way to reduce safety and maintenance issues
associated with flooding events. The stepping stones will be purchased from a quarry located
adjacent to park and will tie into existing bedrock within the creek.
Please prepare a fund transfer form in the amount of $240 payable to the NC Division of Water
Resources to cover the administrative fee for the processing of this WQC request. The WQC is
required as part of a Nationwide Permit application that will be submitted to the US Army Corps
of Engineers for this project.
