We are in receipt of the above referenced Notice of Violation, dated September 16, 2022,
which involved an overflow occurring on August 12, 2022.
Incident 202201283 305 East ROW Street
This incident took place at 305 East Rose Street which is in an area where previous
overflows have occurred. Two projects are underway in that basin to address the
overflow situation:
1. East Sanford CDBG
The City received a $2 million CDBG-I grant to rehabilitate sections of sewer line
downstream of this location. The bulk of this project involves cured -in -place
lining which will minimize infiltration in the older sewer lines, resulting the
recovery of capacity.

The City has put this project out to bid three times but have not had any bidders.
We have increased the scope of the project to try and make it more appealing to
bidders. We expect to put the revised contract out to bid in April 2023.
2. Little Buffalo Rehabilitation — Upper Reach
The City was awarded a $3.8 million Clean Water State Revolving Fund loan to
upsize a section of Little Buffalo outfall which would help resolve the overflow
events by increasing capacity. Design is on hold while an alternate route is
explored. We anticipate resolving the alternate routing question by January
2023.
