The EPA has delegated administration of the NPDES program in the state of North Carolina to the North Carolina Department of Environmental Quality (NCDEQ). The Town of Cramerton under Individual Permit No. NCS000449 discharges stormwater runoff from their MS4. The NPDES program requires regulated operators of MS4s to obtain a permit to discharge stormwater runoff from their MS4 and establishes conditions they must meet to reduce the impacts of stormwater discharges. One of these conditions requires regulated communities to develop an MS4 O&M Plan to minimize pollutants in the stormwater drainage system. This Plan describes the Town of Cramerton's measures and procedure to meet the permit requirement. The Town of Cramerton's MS4 is made up of the structures and facilities used for collecting, conveying, storing and/or treating stormwater from the source drainage area to outfalls at receiving waters. To ensure the stormwater system continues to operate as designed to safely convey stormwater volume, velocity, and quality, it is the Town's responsibility to maintain the MS4. This MS4 O&M Plan is essential to helping the Town maintain the functionality of the system and meet the permit requirement. The Town currently performs as needed inspections and maintenance activities on the stormwater drainage system. The Town is building on this process by developing this MS4 O&M Plan to perform routine inspections, cleaning, and maintenance of the MS4. This O&M Plan addresses permit requirement (Part 3.7.3), by describing the activities and procedures the Town will implement so that the stormwater drainage system is maintained in a timely manner to reduce the discharge of pollutants from the MS4. This plan discusses the Town's activities and outlines the Town's procedures for system inspection, maintenance, and documentation procedures for catch basins, municipally -owned streets, and parking lots. A map of the existing stormwater infrastructure can be found on the Town's GIS website (https://cramerton.maps.arcgis.com/apps/mapviewer/index.html?webmap=12b4e7ec96Of4a449 4cfefed68aada59). The operation and maintenance program outlined here is designed to achieve the following goals: • Assist the Town with meeting local SWMP goals and NPDES Phase II MS4 regulatory compliance; • Reduce citizen complaints; • Improve the conveyance efficiency of the drainage system; • Support future capital replacement and maintenance program including associated budgeting effort; and 0 Extend the life cycle of the drainage system infrastructure. Town of Cramerton I Operations and Maintenance Plan Permit Requirement Elements a 2 Permit Requirement Elements The Permit details the requirements of an operation and maintenance program for a MS4 and includes the elements listed in Section 3.7.3, Measures to minimize pollutants in the stormwater collection system. "The permittee shall provide operation and maintenance staff training on stormwater awareness and pollution prevention, perform MS4 inspections, maintain the collection system including catch basins and conveyances; and establish specific frequencies, schedules, and standard documentation". The following sections present the Town of Cramerton's MS4 O&M plan associated with meeting these requirements. 3 Collection System Inspection and Maintenance 3.1 Gatch Basin Cleaning Program The Town currently performs random wet weather inspections of the stormwater drainage system including catch basins during and immediately after rainfall events to ensure the system is draining. The Town is building on this process with the catch basin cleaning program to outline steps to perform routine inspections, cleaning, and maintenance of the catch basins that are located within the MS4 regulated area. The Town will implement the following catch basin inspection and cleaning procedures to reduce the discharge of pollutants from the MS4. 3.1.1 Routine Inspection and Cleaning Catch basins should be cleaned on a rotating basis such that they are no more than 50 percent full at any time. The Town will initially perform visual inspection of all catch basins at least once within the regulated area per permit cycle to evaluate sediment or debris accumulation and establish optimal inspection and maintenance frequencies to meet the "50 percent" goal. The Town will inspect visually the ends of closed drainage system annually, keeping track of the inspected systems in the GIS map database. This will allow the Town to at least screen all systems once per permit cycle. A catch basin inspection/cleaning procedure, inspection form, and log of catch basins cleaned or inspected are included in Appendix A. 3.1.2 Catch Basin Prioritization The Town will prioritize catch basin cleaning according to the following: • The Town will prioritize catch basin cleaning activities in watershed areas listed as impaired due to suspended solids or nutrients. If a catch basin is more than 50 percent full during two consecutive routine inspections and or cleaning events, the finding will be documented, the contributing drainage area will be investigated for sources of excessive sediment loading, and to the extent practicable, contributing sources will be addressed. If no contributing sources are found, the inspection and cleaning frequency will be increased. • Catch basins located near construction activities (e.g., roadway construction, residential, commercial, or industrial development or redevelopment) will also be inspected and Town of Cramerton I Operations and Maintenance Plan ��� Collection System Inspection and Maintenance cleaned more frequently if inspection and maintenance activities indicate excessive sediment or debris loadings (i.e., catch basins more than 50 percent full). 3.1.3 Priority Ranking and Future inspection The Town will utilize the following priority rankings to inform future inspection. Priority A — Catch basins that are designated as consistently generating the highest volumes of trash, sediment and/or debris. These catch basins are typically located near construction activities and frequently travelled streets. Areas where tree canopy is significant can also consistently generate high volumes of trash. Any catch basins that are more than 50 percent full during two consecutive inspections and cleanings should receive Priority A designation. • Priority B — Catch basins that are designated as consistently generating moderate volumes of trash, sediment and/or debris. These catch basins will consistently show sediment loads in the catch basin sump pumps but the depths of sediment may not reach 50 percent of the sump depth. • Priority C — Catch basins that are designated as generating low volumes of trash, sediment and/or debris. These catch basins may not include any sediment on a consistent basis. The future inspection/cleaning schedule assignments would be as follows: BMP Activity Frequency Priority A — Inspect at least once per year. Clean when sediment reaches 50% of sump depth. Priority B — Inspect minimum of one time per permit Catch Basin Inspection / cycle. Clean when sediment reaches 50% of sump Maintenance Cleaning) depth. Priority C — Inspect minimum of one time per permit cycle 3.1.4 Catch Basin Cleaning Material Storage and Reuse The materials removed from catch basin cleaning shall not re-enter the stormwater drainage system. Litter, non -hazardous sediments, and other pollutants are to be disposed of at an approved waste facility. In cases where an inspection reveals sediments with abnormal, non - natural discoloration or detects strong petroleum and/or chemical odors, the staff performing the catch basin cleanings should notify the Town's Fire Department for investigation and potential proper handling of hazardous materials. 3.1.5 Reporting Metrics The following information will be included in each annual report: 0 Any action taken in response to excessive sediment or debris loadings Town of Cramerton I Operations and Maintenance Plan ��� Collection System Inspection and Maintenance • Total number of catch basins • Number of catch basins inspected • Number of catch basins cleaned • Total volume or mass of material removed from catch basins 3.2 Conveyance Maintenance Program The Town currently performs random wet weather inspections of the stormwater collection system including pipes and channels during and immediately after rainfall events to ensure the system is draining. The Town's Public Works department removes leaves and debris in streets and picks up yard waste and bulky items on an as -needed basis. The Town also maintains vegetation in the right-of-way and performs street sweeping more frequently in areas where tree canopy is significant as a preventative maintenance. The Town is building on these existing processes with the stormwater channels, gutters, and natural conveyance maintenance program to outline steps to perform routine inspections, cleaning, and maintenance of the conveyance system. The Town will implement the following inspection and cleaning procedures to reduce the discharge of pollutants from the MS4. 3.2.1 Open Drainage System The Town will maintain the open drainage system through the following procedures: • Town staff will inspect the entire length of the ditch/swale identified within the public right-of-way or as otherwise identified as the responsibility of the Town at least once per permit cycle. • Town staff will routinely maintain all open drainage structures identified as being part of the Town's maintenance responsibilities through the following procedures: o Town staff will remove all manmade and natural objects that are causing or could potentially cause a blockage to the system. o Town staff will manually remove excess emergent vegetation. Bank side vegetation and vegetation in the maintenance right-of-way will be mowed or trimmed, but not removed to protect against erosion. Town staff will remove all litter prior to mowing/trimming of vegetation. o If the ditch is not draining properly, Town staff can perform maintenance operation to re-establish proper drainage. 3.2.2 Closed Drainage Systems The Town will inspect all closed drainage system annually, keeping track of the inspected systems in the GIS map database. This will allow the Town to at least screen all systems once per permit cycle. The ends of the pipe systems will be inspected along with the catch basins as routine inspection are performed. The Town staff will assess the system for condition, material, water quality issues, and structural issues. Maintenance activities will be conducted as needed based on the results of the inspection. 3.3 General Standards for Required Maintenance The Town will utilize the following guidelines for general maintenance of the storm drainage system. Town of Cramerton I Operations and Maintenance Plan ��� Street Sweeping • Ditches — Drainage ditches shall be inspected and cleaned if accumulated sediment, debris or other deposits exceed 25% of the functional depth. Vegetation will not be removed intentionally or unintentionally through over -culling. Right-of-way litter shall be removed and properly disposed, and turf will be mowed regularly during the growing season. • Storm Drains — Storm drains will be inspected as the catch basins are inspected. Storm drains shall be cleaned if accumulated sediment, debris, or other deposits are blocking more than 25% of the pipe diameter. o If pipe flushing is required to maintain storm drains, polluted water and debris from pipe flushing will be captured and properly disposed. • Culverts — Woody debris and other blockages will be immediately removed from culverts and other critical conveyance components. • Outfalls — Outfalls shall be inspected in accordance with the Town's IDDE manual and maintained to be free of debris, sediment and other blockages. If flows in the outfall observed during inspections indicate a potential pollution problem, immediate reporting and investigation will be conducted per Town's IDDE manual. Energy dissipaters shall be installed if discharge from an outfall is causing erosion. 3.4 Reactive Based Maintenance The Town provides means for the public to make stormwater related complaints. Complaint response or "remedial" maintenance is performed based on evidence of system impact or non- functioning condition identified through citizen complaints. Upon receipt of a complaint, the Town adds it to the complaint log and generates a work order for the individual project. The Planning Director or their designee will also perform an inspection of drainage complaints within a month. The inspector will assess the system for condition, material, water quality issues, structural issues, etc., and make recommendations for resolution. Also, Public Works staff routinely drive around the Town's right-of-way weekly to generate work orders for the week. These work orders can consist of recommended maintenance that can include sediment/litter removal, vegetation clearing, channel stabilization, and outlet structure repairs. The recommend maintenance are scheduled and performed on an as -needed basis and are logged as they are performed through the Town's work order system. When maintenance is recommended, it will be recorded in a work order database, and performed based on the Town's maintenance standards. If recommended remedial maintenance calls for more specialized expertise and equipment, then the work order may be transferred to another department or an outside entity specializing in that activity. A database of complaints received, and actions taken is maintained by the Planning Director. These issues are logged electronically and forwarded to the proper department for investigation and resolution. 4 Street Sweeping The Town currently performs non -routine street sweeping and right of way trash pick-up to maintain the Town's right -of way and municipally owned parking lots. The Town also maintains Town of Cramerton I Operations and Maintenance Plan ��� Training vegetation in the right-of-way and performs street sweeping more frequently in areas where tree canopy is significant as a preventative maintenance. The Town removes sediment build-up and performs leaf vacuuming on an as needed basis. The Town is building on these existing processes with expanded street sweeping operations. The street sweeping operations will help the Town in maintaining the MS4 system by keeping the streets and gutters clear of debris that could potentially travel into the catch basins. This operation also aids in preventing clogging of the MS4 system and helps remove other pollutants before traveling down the MS4 system. The Town will implement the following street and parking lot sweeping procedures to reduce the discharge of pollutants from the MS4: • All streets, with the exception of rural uncurbed roads with no catch basins or high-speed limited access highways, will be swept and/or cleaned a minimum of once per year preferably in the spring (following winter activities). • More frequent sweeping will be considered for targeted areas based on debris and sediment build-up, visual inspections, catch basin cleaning or inspection results, proximity to constructions sites, land use, impaired waters, or other factors. • For rural uncurbed roadways with no catch basins and limited access highways, the Town will either meet the minimum frequencies above, or develop and implement an inspection, documentation, and targeted sweeping plan. 4.1.1 Reporting Metrics The following information will be included in each annual report: • Any action taken in response to excessive sediment or debris loadings • Total lane mileage for scheduled cleaning • Lane mileage of streets cleaned • Total volume or mass of material removed from street sweepers (see Street Sweeping Log in Appendix B) 5 Training The Planning Director is responsible for arranging MS4 O&M training for Town staff. The training will focus on general awareness for all Town staff and Town policy and procedures related to O&M Plan, reporting, and evaluation of the program for Public Works staff. Public Works staff will be trained in field observation techniques to recognize issues during routine field inspection. Maintenance procedure described in this MS4 O&M Plan will also be demonstrated during the training, and the training will include specifics of how to utilize the plan. The Town will conduct this training annually for all Town staff. The Planning Director will record the employees present at the training in the Employee Training Log (Appendix C). 6 Reporting and Recordkeeping The tracking and documentation of MS4 maintenance and operations is a required part of the permit. Inspection form templates are included to record observations and corrective actions taken in this plan. The completed inspection forms should be kept on file for the permit cycle and the information used to update the MS4 O&M Plan as necessary. For example, if a Town of Cramerton I Operations and Maintenance Plan ��� Program Evaluation and Plan Updates particular catch basin is scheduled for annual inspection / cleaning and is consistently found to contain accumulated sediments greater than 50% full, the inspection frequency should be revised accordingly. Information obtained from prior maintenance activities, inspection reports, citizen complaints as well as reports provided by other Town departments, will be used to determine the appropriate priority level. All inspection forms will be recorded and stored with the Planning Director, to ensure that the proper documentation is maintained and reported on the annual reports and that the relevant data is added to the Town's documentation. 7 Program Evaluation and Plan Updates Regular review of the MS4 O&M plan and the procedures is important in order for the Town to have an up to date standard to use for assessing the overall effectiveness of the operation and maintenance program for compliance with Town's Individual Permit No. NCS000449. The Town will annually evaluate the program. Evaluation procedures will include documentation of actions taken to inspect and maintain the MS4.
