Page#1 DocuSign Envelope ID: 2BDF7D13-B3FB-41B4-9727-97F15EE78706 9/27/2022 9/27/2022 NPDES yr/mo/day 22/09/19 Inspection Type C3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On Monday September 19, 2022, Brett Laverty with the Asheville Regional Office inspected the Hildebrand sand dredging site (Pin # 2761010998) located along Henrys Fork [11-129-1-(12.5)], which is a Class C tributary to the South Fork of the Catawba River in Buke County. It is important to note that approximately 300 feet of the right ascending stream bank has been excavated down to the low water line. The cut is used as a stable platform so that an excavator can dredge sand from the edge of stream. According to a previous inspection report, the excavator can use this platform to dredge sediment only when the cut is dry. On the day of the inspection, the platform appeared to be stable with some deposition of fines. The stream was clear on the day of the inspection. The screening operation is located on a cut slope approximately 20 feet above the stream and 100 feet from the edge of bank. Piles of sand, gravel, and cobbles are visible around the base of the screening operation. A pile of sand was also visible at the top of the cut slope approximately 40 feet above the stream. Runoff appears to sheet wash across the cut slope and is directed towards the stream via earthen ditches along the haul road. Although conditions were dry on the day of the inspection, there were no signs of severe erosion or deposition in the stream. Overall, the site appeared to be stable. I spoke with James Hildebrand by phone and inquired whether he completed any of the required semi-annual monitoring for turbidity and discharge during the last permit cycle. Mr. Hildebrand was unaware of the monitoring requirements in his permit. I indicated to Mr. Hildebrand that he would be receiving a Notice of Deficiency for failing to monitor. According to the permit, monitoring needs to occur during active dredging as the growing stockpile of sediment dewaters and discharges back to the stream. Turbidity samples should be collected in Henrys Fork upstream and downstream of where this discharge enters the stream. The flow or discharge rate of the runoff reaching the stream must be measured or estimated. Alternatively, a pipe, graduated bucket, and stopwatch can be used to measure the discharge rate. The permit also requires warning signs to be placed on each side of the receiving stream, a short distance upstream of the dredging operation to warn canoeists and other recreation users of the operation. No signage was visible on the day of the inspection. NCG520114 17 (Cont.)
