The site was inspected on Monday September 19, 2022, by Brett Laverty in the Asheville Regional
Office. The dredge area extends approximately 650 feet along Lower Creek [11-39-(6.5)], which is a
Class C and water supply IV stream. According to Mr. Hoffman, the site was last dredged in 2021.
Currently, the stream bank is steep but well vegetated with kudzu. There were no signs of severe
erosion or instability. The top of the stream bank is diked with a layer of sand to keep field runoff from
discharging over the bank and causing severe erosion. According to Mr. Hoffman, the dikes remain in
place during active dredging to prevent discharges to the stream from the dewatering sand piles. In
other words, the dikes promote infiltration rather than runoff to the stream. Water samples were not
collected during the last permit cycle due to the lack of discharges to Lower Creek. The permit
requires warning signs to be placed on Lower Creek, a short distance upstream of the dredging
operation to warn canoeists and recreation users of the operation. No signage was visible on the day
of the inspection. Overall, the site appears to be stable with no serious compliance issues.
