Lenoir, NC 28645 SUBJECT: Compliance Evaluation Inspection Calico Pit Sand Dredge Site Permit No: NCG520083 Caldwell County Dear Permittee: The North Carolina Division of Water Resources (Division) conducted an inspection of the Calico Pit sand dredge site (4338 Calico Road) on September 19, 2022. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES Wastewater Permit No. NCG520083. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The compliance evaluation inspection was conducted by Division of Water Resources Staff from the Asheville Regional Office. The following deficiency(s) was noted during the inspection: Inspection Area Description of Deficiency Signage Warning signs upstream of dredging operation were not visible during site inspection Please be aware that your permit requires warning signs to be placed on each side of Lower Creek, a short distance upstream of the dredging operation to warn canoeists and other recreation users of the operation. No signage was visible on the day of the inspection. As a reminder, your permit requires semi-annual monitoring during active dredging if runoff from the excavated materials reaches Lower Creek. While the discharge is occurring, you’re required to estimate the flow rate and collect turbidity samples in Lower Creek upstream and downstream of the discharge. The flow rate can be estimated (i.e., gallons per minute) or measured using a graduated bucket, pipe, and stopwatch. The water samples should be sent to a commercial laboratory for analysis. The nearest commercial laboratory is Water Tech DocuSign Envelope ID: 9CA1A7F4-308C-4B59-82D8-0FC28E3CCB55 Laboratories in Granite Falls. The laboratory can be reached at (828) 396-4444. The monitoring results should remain in your possession and be made available during your next scheduled site inspection. The Division can pursue enforcement action for permit violations and any additional violations of State law. To prevent further action, carefully review the deficiency and address the cause(s) of non-compliance.
