NCDOT TIP Project U- 5530LA, WBS 44111.1.FD59 Federal Aid Number STPDA - 0406(7) The Town of Clayton and the North Carolina Department of Transportation ( NCDOT) are starting the project development, environmental, and engineering studies for the proposed Sam's Branch Multi -Use Path Grade Separation under O'Neil Street in Clayton, Johnston County. This project is included in the current NCDOT State Transportation Improvement Program as Project U- 5530LA. The Sam's Branch Multi -Use Path Grade Separation will connect Phase I and Phase 11 of the Sam's Branch Greenway by installing an 8 -foot high by 12 -foot wide concrete box culvert for pedestrians and bicyclists under O'Neil Street. O'Neil Street will be closed during construction (anticipated to be approximately 45 days), but will be reopened in its current location upon completion. This project is not anticipated to impact Sam's Branch but may encroach upon the stream buffers. The design and public outreach for this project is being coordinated with Phase II of the Sam's Branch Greenway. A separate environmental document will be prepared for Phase II, and a second scoping letter will be distributed for that phase. Attached for your reference are several maps for the subject project. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. If applicable, please identify any permits or approvals that may be required by your agency /department. An agency scoping meeting is not anticipated for this project. A Programmatic Categorical Exclusion is anticipated to be prepared in compliance with the National Environmental Policy Act. Please provide written comments by October 17, 2014 via email or mail.
