work of the Stormwater Division and the
need for additional funding. These meetings
allowed for public comment. Staff have also
participated in meetings throughout the
year with a group of professionals
concerned with water quality (a stormwater
task force). While not a sanctioned task
force with the City, it was an opportunity for
citizens/residents to provide input to staff
and council members.

zones for standardizing dry -weather
reconnaissance. Several days were spent in
the field in FY1-2 with staff performing field
checks along Bacote Branch looking for illicit
discharge sources. These were focused on a
single urban drainage basin that has an
impaired stream. The written procedures
will be developed further in FY 3. We also
contract with Environmental Quality
Institute (EQI) for the testing of six stream
site samples within the city. EQI has
developed an on -going water quality
database of Western North Carolina
watersheds. The purpose of the research is
to continue and expand the long-term
monitoring of stream sites within Buncombe
County.
