The proposed project is located at 4145 Gardenlake Drive in Raleigh, Wake County, North Carolina (PIN 0795282219 000) as shown in Figure 1. The site is characterized as a designated open space for the surrounding residential housing development. The site consists of one large pond area that is in need of repair including sediment removal. The pond is located along an unnamed tributary to Crabtree Creek (Hydrologic Unit Code 03020201) in the Neuse River Basin. All other areas on the site are either maintained or forested. Based on anticipated jurisdictional impacts. this project will qualify for Section 404 authorization under the U.S. Army Corps of Engineers (USACE) Nationwide Permit 33 Temporary Construction Access and Dewatering as well as a Buffer Authorization from the N.C. Division of Water Resources. The proposed work includes removing the sediment accumulation in the pond in order to maintain the water storage capacity. The work will be completed by lowering the level of water in the pond through the use of 4 -inch and 6 -inch siphons. The water level will be checked at certain intervals (24. 48, and 72 hours) throughout the lowering process. When the required water level (4 -6 feet below full pool) is reached, the siphon(s) will be shut down. Siphons will be left in place in case a rain event requires additional lowering of the water. Approximately, 0.18 acres of temporary impacts to open waters are anticipated as a result of the proposed project. Due to steep slopes directly north of the area of the proposed work, access will be accomplished with a temporary road that will enter Zone 2 of the buffer from Parklake Avenue, approximately 450 feet east of the area of proposed work. The temporary construction access road will run west. parallel to the pond in Zone 2 of the buffer until it intersects the area of proposed work at which point it will cut down through Zone 1 of the buffer to the pond. The temporary construction access road will impact approximately 2,084 square feet of Zone 1 and 7111 of Zone 2. Sediment that is removed from the pond will be redistributed in Zone 2 of the Neuse Riparian Buffer This will result in approximately 154 square feet of permanent impact to Zone 1 (bank stabilization) and 5,548 square feet of impact to Zone 2 of the buffers disbursement of sediment). Dredging'is allowed, however the spoil cannot be deposited in the buffer. I'm, checking with,Lauren_(included on this email) regardmg'fill in Zone 2... 2) the bank stabilization is allowable, you will need to get a written 401 certification. Stabilization is allowable under the buffer rules, the activity requires coverage under a NW (most likely a N-W --13); however -since -- -- — -- -- this open water a NW 13 may not apply, this ,is a question for the Corps. The 401 Certification that will accompany the NW permit (likely No.3885) will require obtaining written 401 /buffer authorization for the stabilization work. 3) I'm not sure regarding the local requirements, but don't`forget about Erosion & Sediment Control...
