HomeMy WebLinkAboutWQ0003626_Inspection_20090219On February 19, 2009 Toney Honeycutt and I went to Campbell Soup to conduct a,
follow-up field inspection. We found that a small piece of silt screen had been placed
where the wastewater was running off the field(s) D & E. The wastewater from field(s)
D & E was ponding and running under and around the silt fence directly to the corrugated
pipe as we had observed on our last inspection. The wastewater was discharging into an
open ditch that runs by Oxendine School Road. Upon further inspection we observed
large areas of ponding in field(s) F & G. Upon closer investigation we found a large area
of wastewater from field(s) F & G that had ponded and was running off the field. This
runoff had been taking place for a period of time due to the channel the wastewater had:,..:
cut into the ground to runoff. Campbell Soup had previously placed large concrete pieces
in this channel to stop the runoff. Both field(s) F & G were being spray irrigated on
during our inspection. I called Ms. Walters and she came to look at the runoff. Bob
Zimmerman representing Campbell Soup arrived on site but was unaware we were there.-..
and that there was a problem. When I told Mr. Zimmerman of the problem he stated he'
was aware of the problem and didn't need to go back to look giving the indication that
this problem had been going on for a long period of time. I spoke with Hope Walters and
a contractor for Campbell Soup and told them what the problem was and where the
problem was in field(s) D, E, F, & G. We discussed how to remedy the problem but I
informed them that I couldn't tell them what to do or how to do it but that CANNOT
have runoff. The contractor stated if he put earthen berms in the fields they would wash
away every time it rained. I stated that I could only tell them the permit violation, not
how to solve it. Hope inquired about the corrugated pipe and stated she thought that the
pipe had been approved. I stated NC DWQ did not have a problem with Campbell Soup
draining a low area but they could not drain wastewater. Campbell Soup needed to keep
the drainage 25' off of the buffer zone and to be safe I would stay 50' away. I also
informed them that the pipe where the water flow in has to be in the ground low enough
to allow for filtration. Ms. Walters had the pivots in all field(s) shut down and had the
contractor begin berming dirt to stop the runoff.
I called Ms Walters Friday February 20, 2009 and reminded her that Campbell Soup's
permit stated if they have ground saturation where field(s) A, C, D, E, F, G, H, and I
could not assimilate the wastewater they were to divert it to field B. Ms. Walters stated
she understood and Campbell Soup had the capability.
On January 30, 2009 Field D received 308,500 gallons of wastewater and field E received
495,400 gallons of wastewater which was spray irrigated in a 24-hour period. On
February 4, 2009 field D received 498,300 gallons of wastewater and field E received
498,300 gallons of wastewater spray irrigated over a 24-hour period of time. On
February 19 during a 20 hour period 362,900 gallons of wastewater was spray irrigated
on field G. On February 19, 2009 during a 20 hour period 466,500 gallons of wastewater
was spray irrigated on field F. On February 19, 2009 during a 24 hour period 399,200
gallons of wastewater was spray irrigated on field D. On February 20, 2009 during a 24-
hour period 530,00 gallons of wastewater was spray irrigated on field E.
