Narrative Description The Emerald Isle Eastern Access project is located at 2701 Emerald Dr in Emerald Isle, Carteret Co This property is located by turning south off of Hwy 58 in Emerald Isle into the Eastern Access parking lot The Eastern Access property is 3 7acres in its entirety and has a shoreline length along the oceanfront of 231'. Elevation of the track ranges from 0' to 15' above NHW Presently onsrte there is an existing 76,040 Ft2 gravel parking lot, a bathhouse with onsrte septic, a picmc shelter and a beach - access walkway A bulkhead and fishing dock exists on the Bogue Sound side of the property Minor Pernut 05 -07 was issued for the observation deck and beach access. General Permit 60102C was issued to the NC Aquarium for the fishing dock Residential condominiums exist on the east and west side of the oceanfront parking lot Single fanuly residences exist on the east and west side of the fishing dock. The high ground vegetation consists of various grasses, sea oats and woody vegetation The Emerald Isle Land Use Plan classifies this property as Public, with all AEC's classified Conservation The Atlantic Ocean is classified as SB Bogue Sound is open to the taking of shellfish, carries a water classification of SA -ORW and is not a primary nursery area 10 Proiect Description The Town of Emerald Isle is proposing to improve their existing Eastern Access by redeveloping a 154 space parking lot with 6 ADA accessible spaces that is 63,603 Ft2 Approximately 12,000 Ft2 of the parking lot will encroach into the 120' Ocean Hazard setback. The parking lot will consist of 41,567 Ft2 asphalt/ concrete and 22,036 Ft2 pervious pavers Approximately 8,100 Ft2 of the parking lot will be within the ES -ORW AEC Impervious area within the ES -ORW AEC will be reduced by 3,044 Ft2(37 %). Surface storm water from the parking lot will be collected in a series of underground detention chambers A 5' -10' wide concrete sidewalk will be constructed around the proposed parking lot and 270 linear ft will encroach into the 60' setback The relocation of the on -site septic area repair field is also proposed All other disturbed areas will be sodded 11. Anticipated Impacts: This project would involve 106,800Ft2 of high ground disturbance Impervious area within the estuarine side will be reduced by 37 %. Stormwater on the ocean side should be reduced due to impervious pavers and underground detention chambers The potential for concrete and asphalt to be placed on the beach during a storm evet exists due to the proposed parking area and sidewalks to encroach within the 120' and 60' setback. 808 -2806 1-888- 4RCOAS :° reAsed: 92/26/06 �1 CAMA Mayor Permit Application Attachments Attachment A Project Narrative Q1=i,` 1 /F- Cl 2014 GC i�-i�r JC C,II i Town of Emerald Isle bdbq niO1°" "iChOl Park Drive Parking Lot and Drainage Improvements CAMA Major Permit Application Project Narrative CAMA Major Permit Application for Town of Emerald Isle Park Drive Parking Lot and Drainage Improvements Project Narrative This application is for a CAMA Major Permit for the Town of Emerald Isle Park Drive Parking Lot and Drainage Improvements project, prepared under the direction of the Town of Emerald Isle This project was originally part of an initiative of the State of North Carolina to construct a new ocean pier and associated facilities as an annex to the aquarium located in Pine Knoll Shores In 2013, the Town took over the project from the State and land was turned back over to the Town The Town is using the remaining Waterfront Access and Marine Industry (WAMI) funding awarded for this project to complete the upland improvements (parking lot, stormwater, and site lighting) included in the original pier plan Due to budgetary constraints, the site will also incorporate the use of an existing bath house (constructed in 1994), picnic shelter, and timber beach accesses on either side of the property Under separate permit, the existing septic repair area at the northwest corner of the site will be relocated adjacent to the other existing septic repair area at south side of the site For the original Pier project, a pre - application meeting was held at the Carteret County Health Department in Morehead City, NC on August 5, 2010 with representatives from NCDENR and USACE The following information provides a description of the project, construction methodology, and potential environmental impacts Location The project site, located at 2701 Emerald Drive, Emerald Isle, NC 28594 (intersection of NC Highway 58 and Park Drive), is on the site of the former Emerald Isle Pier, which was damaged from two hurricanes in 1996 Previously, the site was home to Thompson's Steel Pier— a steel structure with wood decking The current site provides parking and a public access bathhouse At the south west corner of the sites, the beach is accessed by an accessible wood ramp that traverses the dunes The city also maintains a public beach access right -of -way along the east property line Project Description The proposed project consists of three main upland improvements regrading and resurfacing of the existing parking lot, installation of a below -grade stormwater treatment system, and installation of site lighting in the parking lot area The flood elevation at the project site is +15 00 feet NAVD88 as determined from Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) number 37206314001 The following site investigations were completed for this project (results are incorporated into the permit drawings) • Topographic and bathymetric survey, Rivers & Associates, Inc, November 2009 i2ECClVED • Geotechnical investigation, S &ME, Inc, January 2010 OAT ! 2014 Dr: ,M-MFID CITY Upland Improvements Upland Improvements include a reconfigured and resurfaced parking lot, a new stormwater treatment system, and new site lighting Additionally, the existing bath house, picnic shelter, and timber beach Town of Emerald Isle 1 ot+ott s MChol Park Drive Parking Lot and Drainage Improvements CAMA Mayor Permit Application Project Narrative d accesses on either side of the property will be maintained and refurbished as required for this project The following table presents a summary of the proposed project A description of each of project component follows Project Summary Table Total Site 2 45 acres (106,800 square feet) Parking Lot Existing Impervious / Pervious 76,040 square feet (asphalt & gravel) / 30,760 square feet Proposed Impervious / Pervious (sand & grass) 41,567 square feet (asphalt /concrete) & 22,036 square feet (pervious pavers) & 43,279 square feet (grass) Stormwater Treatment System Subsurface infiltration system, permeable pavement Parking Lot The proposed parking lot at the project site will consist of asphalt pavement main drives (aisles) with the parking spaces constructed of concrete pervious pavers The parking lot layout utilizes a circular flow pattern, resulting in approximately 154 total spaces (including 6 handicap spaces) The asphalt pavement aisles will be comprised of approximately 8" of aggregate base course over a 4" drainage layer (wrapped in geotextile filter fabric) on compacted sub -base and topped with approximately 4" of asphalt pavement The pavement section will be designed in accordance with North Carolina Department of Transportation (NCDOT) specifications for heavier loads associated with buses, trucks, and other service vehicles The concrete pervious pavers will be founded on a 2" layer of bedding sand and an approximate 8" thick drainage layer (wrapped in geotextile filter fabric) on compacted sub -base Areas of pavers will be contained within a perimeter concrete curb to ensure that they remain locked in place The parking lot will be cross - sloped to drain toward grass medians /swales located between parking areas Stormwater Detention System With regards to stormwater, the Town of Emerald Isle has adopted the Universal Stormwater Management Program (USMP) Therefore, according to the town's Unified Development Ordinance (UDO), Section 6 3, it is required that the runoff from the first 2- inches of rain on impervious surfaces be collected and treated Previous discussions with NCDENR — Division of Water Quality (DWQ) yielded that the minimum amount of stormwater to be collected and treated would be based on the difference between existing and proposed impervious surface areas The existing site contains a rather large asphalt and gravel (impervious) parking lot (approximately 76,040 SF) The asphalt pavement aisles and concrete areas associated with the proposed parking lot only account for approximately 41,567 SF of impervious surface plus 25% of the paver area or 5,509 SF Therefore, it would only be necessary to collect and treat runoff related to the proposed impervious surface area The parking lot will be graded such that any surface runoff will sheet flow towards infiltration system inlets located between parking areas The infiltration system will be made up of two arch type (open bottom) high - The soils are sandy and droughty, and water moves through them readily. Slopes are variable. They range from 2 to 30 percent or more, but as a rule, short complex slopes are more common. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood Insurance Program. If any provisions of the budding code or a flood damage prevention ordinance are inconsistent with any of the following AEC standards, the more restrictive provision shall control. (12)Any structure authorized by this permit shall be relocated or dismantled when it becomes imminently threatened by changes in shoreline configuration. The structures shall be relocated or dismantled within two years of the time when it becomes imminently threatened, and in any case upon its collapse or subsidence However, if natural shoreline recovery or beach renourishment takes place within two years of the time the structure becomes imminently threatened, so that the structure is no longer imminently threatened, then it need not be relocated or dismantled at that time. This condition shall not affect the permit holder's right to seek authorization of temporary protective measures allowed under CRC rules. (13) The accessway must not exceed six feet in width and shall provide only pedestrian access to the ocean beach. (14)The accessway must be constructed so as to make negligible alterations to the frontal dunes.
