Restoration Systems, LLC (RS) has read Request for Proposal (RFP) #16-452048014 dated June 28, 2022, in its
entirety, including all instructions, terms/conditions, links and addenda.
These offers were all previously submitted in response to RFP 16-366516047, but modifications have been made
to the proposal. Previously there were two options submitted for review by NC Division of Mitigation Services
(NCDMS). This submittal includes one option, which was previously submitted and review by NCDMS
representatives.
This submittal includes a Cover Letter, Title Page, RFP Execution Pages, a signed receipt of any addenda required to
be returned, an Executive Summary, Project Staffing/Organization, Technical Approach, RFP Attachments D, E, F,
and G, and a Technical Scoresheet.
This technical proposal describes the Bluebird Mitigation Site and is designed specifically to assist in fulfilling the
North Carolina Department of Environmental Quality's restoration goals.
IRS herein offers the following mitigation:
Option 1 of 1— 7,050.659 Stream Mitigation Units and 4.652 Riparian Wetland Mitigation Units
