Stortnwater Management Statement and Plan
Dear Mr. Lynch:
We have reviewed the revised Stormwatcr Management Plans and Calculations submitted for the
proposed 42 East Development Main Intrance Road and Sections 1 & J. Based upon the
information submitted, the stormwater management plan has been approved with the following
stipulations:
1. Please p--ovide a nitrogen offset payment in the amount of $53,495.74 to the "North
Carolina Ecosystem Enhancement Pond" (focmcrly known as the Wetland Restoration
Fund) to buy down 166.2 Ibs of nitrogen export. Tlie payment and a copy of the
stormwateY management plan approval letter should be sent to the attention of Kelly
Williams at the following address:

2. Please address the following comments regarding the. attenuation facilities prior to
recordation of the final plat:
a. Please provide recorded drainage and access easements to and around each pond.
b. Please provide recorded Inspection and Maintenance Agreements for each
device. Draft copies of the Inspectionatad Maintenance Agreements should be
provided prior to recordation.
3. Please provide a 5' drainage easement on all interior lot lines as part of the final plat to
address any future cross lot run-off .
4. Please be advised that the proposed storm sewer system located within the future
NCDOT ROW has not been reviewed. It is the responsibility of the design engineer and
the developer to verify that the system has been designed adequately.
5. The 30.56 acres proposed for land dedication nntstbe. recorded in a permanent
conservation easement its order to comply with .lohnston County's Land Dedication
requirement.
6. future sections of the development nmst comply with (he fill areas shown in the 20% fill
calculations for the onsi(e floodplain areas as currently submitted. Any changes to the
areas of fill in the future development will require llic overall development readdress the
floodplain fill calculations. ,

7. Please provide copies of all 401/404 permits required for the. proposed development once
received.
8. Please provide a copy of the recorded restrictive covenants (for each section, as

9. Please provide a copy of the recorded restrictive covenants noting who will be

hloodplain m-.-st adl-ere to the Johnston County Flood Damage Prevention Ordinance.
] 1. Prior to recordation of the hinal Plat, please provide a stormwater certiGcatio^ stating that
all stor-nwater facilities were constructed in accordance with the approved stormwater
management plan.
12. Please indicate all drainage easements, riparian bu1•fers, jurisdictional wetlands, and flood
hazard areas on the Final Plat.
Please be reminded that a detailed slorm~~~atcr man.~gcmcut plan must be app-•oved for
each subsequent phase of the proposed development, including 11-e proposed commercial
areas site plans. This approval is valid for the Main I;ntranee Road, Section I, and Section
J only.
