A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the
subject permit application for proposed actions that impact fish and fish habitats. The applicant proposes to
construct a new bulkhead 14 feet waterward of NWL. There is SAV habitat in the vicinity of this site.
The filling of 1,218 square feet of soft bottom or potential SAV fish habitat is not justified for the purpose of
structure security or debris accumulation concerns. It is recommended that the proposed impacts be avoided.
