PART I - GENERAL INFORMATION

5. Directions to Site: Turn right onto SR 1151 off Hwy 105
(near Foscoe) and proceed toward the Seven Devils Town Hall.
Continue on SR 1151 past the Town Hall approximately 0.8
mile to the Hanging Rock Villas on the left. After turning
in to the Villas, the WWTP is to the right and down the
hill.

8. Topography (relationship to flood plain included): The WWTP
is located on the side of a hill and well above the flood
plain.
9. Location of nearest dwelling: The Hanging Rock Villas are
located approximately 400 feet up the mountain from the
WWTP.
10. Receiving stream or affected surface waters: Valley Creek

c. Describe receiving stream features and pertinent
downstream uses: Valley Creek is a scenic rocky stream
located in a steep isolated valley. The Ski Hawksnest
Resort and Golf Club is located 0.5 mile upstream of
the WWTP outfall. The Country House Village WWTP
(NC0033448) discharges into Valley Creek approximately
0.7 mile downstream from the Kent facility.
Part II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of Wastewater to be permitted: 0.01 MGD
b. What is the current permitted capacity of the Waste
Water Treatment facility? 0.01 MGD. (A review of
self -monitoring data for the period 4/93 - 11/93 shows
an average flow of 0.0055 MGD).
c. Actual treatment capacity of the current facility
(current design capacity)? 0.01 MGD
d. Date(s) and construction activities allowed by previous
A/C's issued in the previous two years: NA
e. Please provide a description of existing or
substantially constructed wastewater treatment
facilities; The 0.01 MGD package consists of bar
screen, aeration basin, clarifier with sludge return,
sludge holding, tablet chlorinator, contact chamber and
rearation chamber for chlorine reduction.
f. Please provide a description of proposed wastewater
treatment facilities. NA
g. Possible toxic impacts to surface waters: None known.
h. Pretreatment Program (POTWs only): NA
2. Residuals handling and utilization/disposal scheme:
a. Other disposal/utilization scheme (Specify): Sludge
cannot be pumped at present. Hopefully, the WWTP will
be accessible to a pumper truck in the near future.

PART III - OTHER PERTINENT INFORMATION
1. Is this facility being constructed with Construction Grant
Funds or public monies. (municipals only)? NA
2. Special monitoring or other requests: Observations of the
package plant revealed a serious oil and grease problem. It
is recommended that an oil and grease limit be incorporated
into the new permit in order to require the facility to
address the problem. See additional requests in Part IV
below.
3. Important SOC, JOC or Compliance Schedule dates: NA
4. Alternative Analysis Evaluation: NA for existing facility
with positive flow stream.
PART IV - EVALUATION AND RECOMMENDATIONS
The Kent Valley Creek WWTP receives wastewater from the
Hanging Rock Villas which consist of six buildings with a total
of twenty-four units (12 two bedroom and 12 one bedroom). The
villas are served by the Town of Seven Devils water system. The
average discharge from the WWTP is 5,500 gpd.
Please note that Sewer Extension Permit No. WQ0008154, was
issued on January 14, 1994, allowing the connection of an
additional 4,460 gpd into the Kent Valley Creek WWTP from Ski
Hawksnest Resort and Golf Club. The Golf Club is presently
served by a failing ground absorption system. The permit was
issued for "construction only" and WSRO has advised Ski Hawksnest
that the additional wastewater cannot become tributary until
previous deficiencies are corrected and the system is in
compliance. A review of self monitoring data shows consistent
TSS violations for the past year. The facility was assessed
$2,316.44 (LV 93-047) on 12/3/93 for the TSS violations. The
noncompliance was due to the fact that the plant is inaccessible
(no road) to pumper trucks and solids cannot be removed.

The accuracy of the flow values reported on the monitoring
forms are questionable since the existing ISCO flow meter and v-
notch/rectangular weir (installed without an A/C) is not capable
of measuring flows up to the 0.01 MGD permit limit. It was also
noted that effluent flow was bypassing around the in pipe weir
since it was not properly caulked.
The site evaluation found several deficiencies that need to
be addressed by the new permit. Therefore, the following clauses
should be inserted into Part III:
1) A suitable road must be constructed to the treatment
plant within 180 days after reissuance in order to
allow adequate access for a pumper truck to reach the
facility for routine solids pumping.
2) Plans and Specifications and a request for
Authorization to Construct for the installation of a
suitable flow measuring device must be submitted within
90 days of reissuance. The new flow meter must be
installed within 180 days after reissuance.
3) The spare blower must be repaired and made operational
within 90 days after reissuance.
4) Grating must be installed over the treatment plant and
a railing must be installed around the sides of the
treatment plant within 180 days of reissuance in order
to insure the safety of the operators and DEM staff.
WSRO recommends reissuance provided that the above clauses
and an oil and grease limit are incorporated into the new permit.
