On 10/ 16/ 08, three minor dischargers were public -noticed for permit renewal-
• NC0058815- Hope Valley Inc (0.004 MGD)
• NC0029611- East Bend Elementary School (0.007 MGD)
• NC0029599- Courtney Elementary School (0.005 MGD)
On 11 / 7 / 08, I received an email from Dean Naujoks (new Yadkin Riverkeeper)
requesting a 30 to 60 day extension to the comment period, claiming that
dischargers were chronic violators and he required additional time to review files
and make adequate comments. I responded on 11/10/08 that we could not
extend the comment period. Dean immediately replied back requesting a public
hearing, "so that we have time to better review the compliance history and make
appropriate comments."
I am recommending that we deny the request for public hearing. The compliance
record for 2007-08 is not perfect, but not of grave concern: Hope Valley (9 NOVs);
East Bend (2 NOVs); Courtney Elementary (10 NOVs). Most violations were for
Daily Maximum, fecal limit violations. All discharges receive significant dilution,
with secondary limits.
Finally, I need to mention that these permits were issued on 12 / 2 / 08 (my
mistake) .
