Manuel, This letter is in response to the NOV & Intent for Civil Penalty issues on August 25, 2022, for exceeding the following parameters for June 2022: • BOD, 5-Day - Weekly Limit = 7.5 mg/1 Reported = 7.55 mg/1 • BOD, 5-Day — Weekly Limit = 7.5 mg/1 Reported = 8.22 mg/1 • BOD, 5-Day — Monthly Limit = 5 mg/1 Reported = 5.62 mg/1 • Nitrogen, Ammonia Total (as N) — Monthly Limit = 1 mg/1 Reported = 1.21 mg/1 Monitoring Violation(s) for the following: • Coliform, Fecal MF, MF Broth, 44.5 C — Monitoring Frequency = 5 x a week— Frequency Violation It is believed this parameter was exceeded due to still receiving the slug loads from the WTP, the high BOD, and CL2 from Mountaire Farms. The WTP has installed baffle curtains in the Lagoon to reduce the solids from leaving the lagoon. We will continue to monitor and report the Iron levels we receive in the Influent of our plant. We are currently seeing Iron results that are lower than the results we were previously getting. We are still working with Synagro on keeping the solids in the lagoon at the WTP and the sludge storage basins at the WWTP as low as possible. We are on the schedule to be hauled every 3 weeks but no longer than 4 weeks. The Town has also started the conversation to investigate resources and the ability to get a permanent press set up at the WWTP to allow us to better regulate sludge. Mountaire Farms started a Sodium Bisulfite feed at their Effluent discharge to remove any residual CL2. They are working on getting a permanent tank and chemical feed system set in place. We will continue to monitor and record the CL2 we receive in both the grab and composite samples we get daily. We have had several conversations with Mountaire Farms regarding the high BOD's and the need for improvement. We also issued them an NOV for SNC for the 15t 6 months of data for 2022. We will be meeting with them more frequently and discussing ways for improvement. As for the Monitoring Violation for the Fecal Coliform for 6/18/2022, the result for 6/17/2022 was left off the originally submitted eDMR by accident. However, the eDMR was revised to include the missing data. It is my hope that through these efforts between the WWTP, WTP, and Mountaire Farms we will start to see the WWTP regain its ability to meet permit limits more consistently. The Town is dedicated to making the changes necessary to improve.
