PROJECT DESCRIPTION The project site is located near the terminus of Ruddy Duck Lane, within the NE Cape Fear River (NECFR), near Burgaw, Pender County. The project area encompasses an area approximately 40 feet (width) x 1,500 linear feet (length). According to the project narrative, Pender County received recovery funding following Hurricane Florence from the US Department of Agriculture (USDA), Natural Resources Conservation Services (MRCS) and the Emergency Watershed Protection Program (EWP). The funding was provided to perform streambank and channel restoration at location throughout the County that were severely eroded or damaged because of high floods associated with Hurricane Florence. As such, Pender County identified site DSR494/Site 1 which involves the removal of approximately 10,800 cubic yards of material from the NE Cape Fear River near the terminus of Ruddy Duck Lane and Turtle Hill Trail (see "Title Sheet" for the exact location of the proposed dredge limits). According to the applicant, this would be a one-time project event, with no follow-up or future maintenance. The Pender County Land Use Plan classifies the surrounding areas as Residential, Conservation and Rural Agriculture. In the project area, the NC Division of Water Quality classifies the waters of the NECFR as C:Sw. This area of the NECFR is NOT designated as primary nursery area by the NC Division of Marine Fisheries and it is unknown (due to inland proximity) whether the area is open or closed to the harvesting of shellfish. PROPOSED PROJECT According to the project narrative and application package, the applicant proposes to perform dredging activities within the NECFR near the terminus of Ruddy Duck Lane, Burgaw, NC, to address sediment accumulation (shoaling). The application states there is a shoal that has formed in the river between coordinates 34.660254/-77.909702 and 34.658451/-77.904863. The area in question is approximately 60,000 sq. ft in size (40' wide x 1,500 length) and the applicant is requesting to dredge the area to a final depth of -7.5', normal water level (NWL), using a "box cut". Existing water depths within the project area range from -1.0' to -5.0', NWL. Please refer to the "Title Sheet" and "Sheets 2-7" for detailing information on the proposed dredge footprint. Information provided by the applicant indicates the shoal would be dredged, connecting the two areas of deeper water on either side. Based on the project narrative, a barge mounted excavator would be utilized for the project. Material would be extracted from the riverbed (shoal) and transported by barge to two (2) off- loading sites identified on Sheet 8 of the application package as "Potential Staging Area 1" and "Potential Staging Area 2". These two sites are located along Croomsbridge road in the immediate vicinity of the project area as Pender County Parcel Identification Number (PIN) 3332-88-7049- 0000 and PIN 3332-97-1954-0000, respectively. The applicant claims title to staging area 1, but permission to off load material at staging area 2 is pending. Based on the site plan drawings, all material would be removed from the channel portion of the NECFR, with no dredging activities taking place in any wetlands or bottomlands. referred to as the "Shaw Highway Mine". Disposal Site 1 is approximately 160,000 sq. ft. in size and is located off Shaw Highway and is located at 5883 Croomsbridge Road, Burgaw, NC. Both property owners have provided letters of permission allowing placement of dredge spoil material and either site. Based on information presented in the application package, no wetlands would be impacted as a result of neither the dredging activities, transportation or offloading of dredge spoil. 10. ANTICIPATED IMPACTS The proposed dredging would disturb approximately 60,000 sq. ft. (1.37 acres) of shallow bottom area within the NECFR. Minor increases in turbidity should be expected during the dredging event; However, no long-term adverse impacts are anticipated. Spoil disposal would disturb up to 200,000 sq. ft. (4.59 acres) of high ground at Shaw Highway Mine and 5883 Croomsbridge Road, Burgaw, NC, both of which are several miles from the project site. The proposed project would not exceed a final depth of -7.5' @ NWL and would taper off along the edge of the river. Sedimentation and erosion control structures would be installed to prevent transport of material off the property. The funding was provided to perform streambank and channel restoration at locations throughout the County that were severely eroded and/or damaged as a result of high flood waters during Hurricane Florence in 2018. One project identified by USDA/NRCS was DSR 494/Site 1 which involves removal of approximately 10,800 Cubic Yards (CYS) of fluvial sands transported through the watershed and deposited in various locations in the Northeast Cape Fear River. This particular project was identified for restoration by USDA/NRCS representatives in the aftermath of Hurricane Florence. The North Carolina Department of Agriculture's Division of Soil and Water has also contributed matching funds to this project. Pender County has been tasked with implementing this project and has retained Ardurra to provide engineering and technical assistance. Working with Ardurra, plans have been developed for the proposed removal of approximately 10,800 cubic yards (CYS) of sediment from the Northeast Cape Fear River, adjacent to Ruddy Duck Lane and Turtle Hill Trail. The boundaries of the project begin at 34.658451/ - 77.904863 and end at 34.660254/-77.909702. The objective of the proposed sediment removal project is to remove a mass of sand accumulation deposited in the river channel by Hurricane Florence. USDA identified several reaches in the NE Cape Fear River system where sediment accumulation occurred due to Hurricane Florence and appropriated funding for removal since the obstruction creates a public hazard. DSR 494/Site 1 was selected from the USDA's list of candidate sites since a number of residences are located adjacent to the river in this location, and there is a high volume of recreation and commercial boaters using this thoroughfare in this stretch of the river. The alignment of the reach to be restored is approximately 1,500 linear feet (LF) from the starting point to ending point coordinates. The width of the channel along the proposed 1,500 LF corridor is approximately 40 LF wide. The anticipated thickness of sediment cut ranges between 1.0 ft to S.Oft. The width of the river in this location typically ranges from approximately 90.0 ft. wide to 140.0 ft. wide. To remove the proposed 9,000 CY sandbar, the County anticipates procuring a marine contractor who will be selected through the open and competitive bid process. U The work scope for removing the sediment is anticipated to include a barge -based excavator operating 7 from the barge platform. The excavator will be restricted to remove only fluvial sands (dredge spoils) from Lj o p the river bottom in the specific locations illustrated in cross -sections shown in the Project Plans & UJ N t" C7 Specifications. "Over -dredging" any deeper than illustrated in the project drawings or outside of the ,� z proposed 40 ft. wide channel boundary will not be permitted. A second barge positioned adjacent to the 2 excavator barge will be equipped with roll -off boxes or something similar to contain the excavated spoils. Ltl cw U The transport barge will then be floated downstream to an off-loading point near the bridge on Croomsbridge Road (see Pender County Parcel Identification Number property 3332-88-7049-0000 and 3332-97-1954-0000 for off-loading sites). An excavator will be stationed at one of the two parcels referenced above and will remove the material from the transport barge and place it in dump trucks to be hauled offsite. We are currently reviewing two sites that are interested in receiving the dredged material, both of which are in Pender County. The most likely site is an active mine, and they would receive the material and spread it as reclamation. If the mine site does not end up working out, then the sediment will be stabilized by placing it within a fenced in area and seeding it to promote vegetative cover. The County is working within the confines of a grant budget and are therefore seeking to execute this project in the most cost-efficient manner possible. Considering multiple disposal sites will allow the County to procure the lowest possible transportation rate, thus keeping this project within budget. The upland disposal sites that are under consideration were selected due to their location and proximity to the project site, as well as desired interest from the landowners in receiving the soil. initial site evaluations indicate the proposed disposal sites are located outside of the 100-year floodplain and do not contain wetlands. Channel depth measurements were collected on March 3, 2022, in the Northeast Cape Fear River proximal to the proposed 1,500 LF dredge -corridor. Transects were run in six locations across the width of the river along the 1,500 LF dredge corridor. A typical maximum water depth of approximately 2.5 feet was found across most measured locations where the sandbar is prominent. Station locations and profiles were developed by Ardurra to illustrate the locations in need of sediment removal and the anticipated depths of cut to restore a 40 ft. wide channel to an average 7.5 ft depth. Plans & Specifications may be referenced for these profiles. The proposed project will remove a sandbar that is currently blocking the pre-existing channel and restricting normal flow. The sand deposition impedes navigation and jeopardizes public safety. Measurements collected upstream and downstream of the proposed 1,500 LF dredge path aids in determining the "natural channel' depth. Measurements upstream and downstream indicate the natural channel depth at approximately 7.5ft below mean low water, and in some areas slightly deeper. Hydrographs from the United States Geological Survey (USGS) were also referenced to assist in stream gauging and determining base flow conditions in the river. A nearby USGS gage station is located at 34.599333 N/-77.875278 W. The station is referenced as BGWN7 "Gage 0" Datum and is at an elevation of -0.97 ft. The Datum used is NAVD88. On the day of measurements (March 3, 2022) the tidal fluctuation and river elevation ranged from 2.73 ft. to 1.8 ft. Flood stage is considered 10.ft. according to USGS/NOAA. The proposed project involves removing roughly 10,800 cubic yards of material from the Northeast Cape Fear River. It is considered emergency repair work resulting from the impacts of Hurricane Florence, as identified by the USDA's Natural Resources Conservation Service. The goal of the proposed project is to restore the navigation channel of the Northeast Cape Fear River near Ruddy Duck Lane to its pre -Florence condition, which involves removing fluvial sands deposited at this location, which are impeding navigation and drainage. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. This project will be bid out through an open and competitive bidding process, using the formal Request for Proposals process issued by Pender County. We cannot dictate how the contractor will do the work, but we do expect this project to be conducted primarily from a barge. We anticipate an excavator will sit atop the barge platform and remove the sediment from the river, placing the material onto a second barge that is situated adjacent to the excavating barge. The transport barge will have roll -off boxes or similar, so that the dredged material will be contained aboard the vessel. The transport barge will then be floated downstream to an off-loading point near the bridge on Croomsbridge Road (see Pender County Parcel Identification Number property 3332-88-7049-0000 and 3332-97-1954-0000 for off-loading sites). An excavator will be stationed atone of the two parcels referenced above and will remove the material from the transport barge and place it in dump trucks to be hauled offsite. We are currently reviewing two sites that are interested in receiving the dredged material, both are in Pender County. The water based equipment will be docked in the river while it is not in use and the land based excavator at the off-load site will be stored at the off-load site.
