On April 5, 2010 and April 7, 2010, inspectors from the NC Division of Air Quality, Fayetteville
Regional Office responded to an odor complaint made against our facility. This is written in response
for additional information to be provided as stated in the Compliance Additional Information Letter.
During the winter of 2009, Campbell Soup Supply Company modified the operations of our
existing spray fields 'after we received a Notice of Violation (NOV) from the Aquifer Protection
Section of the North Carolina Department of Environment and Natural Resources: Specifically, the
NOV was dated February 27, 2009 and included the following:
Failure tomeet the Operation and Maintenance Requirements within Section 11(3).
Inclement weather shall not effect the spray irrigation of wastewater unless the ground is in a
condition that will cause run-off on Fields A, C, D, E,F; G,HI and J During such. events
wastewater shall be diverted to Field B until remaining fields are suitable for irrigation. "
Maintenance work was completed on Field B in the summer of 2009 and Campbell Soup Supply
Company, as outlined in the NOV, began to divert to Field B in October 2009 during periods of
inclement weather.

During the Winter 2009/2010, Field B was utilized frequently primarily due to the extreme wet and
cold weather conditions. The contents of Field B werepumped back to the wet well in the pump house
and sprayed on to the spray fields as field conditions permitted: Due to weather conditions, Field B
was filled/drained throughout the winter months. The last time Field B was filled, the wastewater
remained longer than normal and when Campbell Soup Supply Company began draining the
wastewater back to the pump house moderate odors were present:
Campbell Soup Supply Company is in the process of designing a one million gallon capacity
equalization tank and upgrading the spray field electrical control system. These changes will improve
the operational efficiency of our system and greatly reduce the need to utilize Field B as was done
during the past winter: The equalization tank will be properly aerated to prevent odors. In the event
that prolonged inclement weather forces Campbell Soup Supply Company to divert to Field B after
installation of the equalization tank, it will promptly pumped out in the future.
Campbell Soup Supply Company is committed to continued operation of this production facility
and the protection of our natural environment. Campbell Soup Supply Company is committed to
taking the necessary actionsthat lead to compliance with the. regulation, 2D.1806, "Control and
