Dear. Mr. Shields:
Attached is the monthly progress report for Campbell Soup Supply Company.
The monthly progress report summarizes construction and upgrades pertaining
to the spray irrigation system and spray irrigation fields.
Incomplete Projects
Fields A, C and E Project (Field C is Complete)
• Project was approved and funded on June 15, 2010.
• A trench was dug and remains open in Field E to drain the standing rain
water and to dry wet areas as grading activities continue.
• The Erosion Control Plan for Field E has been submitted, approved and
the permit was received on July 29, 2010.
• Work in Field E began on August 5, 2010 (began digging the retention
ponds and filling in holes and low areas in the field). Work has stopped, on
Field .E, and moved to the front quadrant of Field A. Work.resumed on
Field E on October 11, 2010.
• Field E work is expected to be completed by the end of December. Field
work is about 85% to 90% complete.
• The Erosion. Control Plan for the Front Quadrant of Field A was submitted,
approved and the permit was received on August 4, 2010.
• The Front Quadrant of Field A has been repaired and reseeded (grading,-
sloping and filling in low areas and holes and reseeding). Work on the
Front Quadrant of Field A was completed on October 8, 2010.
• The Erosion Control Plan for the Back Quadrant.of Field A has been
submitted, approved and the permit was received on September 17., 2010.
• On October 1, 2010 the grading, sloping and filling in of low areas began
in the Back Quadrant of Field A and stopped for a couple of weeks so the
contractor could perform the evacuating and grading for the equalization
tank . Work on the Back Quadrant of Field A resumed on November 3,
2010.
• Field A work is expected to be completed by the end of December. Field
work is about 85% to 90% complete.
Spray Field Controls Project
> On-qoinq Protect Items
> One Million Gallon Equalization Tank Installation Update
• Tank installation mechanical installation is complete.
• Wall panes (48) have been installed: Grouting of joints is complete.
• Post -tensioning is complete.
• Backfill to 5-foot of tank wall is underway.
• Electrical installation quotes are due 12/09/2010.
• Hydrotest of Equalization Tank scheduled for 12/27/2010.
• Aerator platform construction is underway.. Delivery is expected late
December.
• Aerator, circulation pump and electrical installation expected complete mid
January.
• Controls testing will begin mid -January.
> Completed Project Items
• The project was approved on October 8, 2009.
• The kick off meeting between the Maxton Plant and World Head Quarters
to start mapping out the path of the project was held on October 28, 2009.
• Criser, Troutman and Tanner have been issued a purchase order number
to begin the preliminary engineering work for the project.
• The Valley control panels for each pivot (A,C,D,E,F,G Fields) has been
ordered and received.
• Two Valley Base Station 2 Control. Systems has been. ordered and
received. -
• An Atlas Compco Compressor and Dryer—Hankison Membrane Type have
been installed for the operation of Fields I and J.
• The collector rings were ordered and received.
• Field G was completed in December 2009 with the installation of 300
linear feet of 18 inch pipe and 400, ton of #57 stone. This alleviated
ponding issues on the back side of Field G (edge of Field H borders this
area).
• The new replacement sprinkler heads for all the pivots (A,C,D,E,F,G
Fields)_ have been installed.
• The new replacement sprinkler heads for all the stationary sprinklers (I, J
Fields) have been installed.
• Field F needed grading work to fill in low areas and large holes, this work
began on Monday, December 7, 2009. It was completed and the field was
placed back in service on April 17, 2010.
• Shutdown Tie -Ins per Criser, Troutman and Tanner's Engineering
Drawings were completed between 07/02—,07/11. .
• One Million Gallon Equalization Tank — Engineering Design has been
Stamped by PE
• One Million Gallon Equalization Tank — Fabrication and Install -
Construction for the One Million Gallon Equalization Tank support
equipment that was necessary to complete over shutdown to allow future
connection while in production are complete,
• Activities completed during shutdown include:
• Excavation of 20-inch FM tie-in location
• (b) excavation of exterior pump house and core locations
• (c) installation of branch tee and valves for 20-inch FM
• (d) installation of Equalization Tank 24-inch overflow in to pump
house wet well -
(e) installation of Equalization Tank 24-inch discharge in to pump
house wet well
• (f) Equalization Tank 24-inch discharge installation of the control
valve isolation and bypass loop
• (g) installation of the control valve vault.
• Criser, Troutman and Tanner has completed civil and erosion control
plans. A -meeting was held with NCDENR on September 9, 2010 for the
review.
• The pump and field control plan is complete and was delivered September
20, 2010 for installation and startup.
• Relocation of A Pivot force main is complete.
• Powers Surveying verified the tank location Longitude and Latitude and
set markers for base grading
• S&ME performed the geotechnical survey on the base before the stone
was put down and a very good pass on the bearing capacity was received.
• Evacuating and grading is complete for the equalization tank.- The stones
have been placed in the bottom.
• Construction Resource Group had purnp down forms and laid 48,000
pounds of rebar. This was completed on October 30, 2010.
• Concrete was poured Wednesday, November 10, 2010.
• NCDENR sent the new permit for the Spray Irrigation System on October
22, 2010, this includes the permit modification done to include the
equalization tank.
> Pivot Valve Actuator Upgrades
• Actuator Upgrades for the Pivot Control Valves were complete as of
shutdown. They have been manually operated during control installation
but are now powered and will be tested in powered operation. These
actuators are same manufacturer as the actuator tested on A Field, which
has thus far provided far more reliable service.
> Valley Panel Installation
• All Valley Pro2 Pivot Panels are installed and controlling
from remote commands given by coordinate Valley base -
station and Campbell's PLC System.
• Dry -walk zones have been programmed.
■ End -gun operational zones have been programmed.
• Full control testing and automatic operation with the Valley
Control System was completed end of September. Aberrant
system features are being noted and corrected
> Control and Power Trenching
• Control and power trenching is complete.
Completed - Projects
Field C
• Work (grading, sloping and filling in low areas and holes and reseeding
areas that were worked on) on Field C began on July 12thand was it was
completed on August 4, 2010..
Field B
• The project for Field B has been completed.
• Field B has been dug out, graded and the field has been returned to the
original design capacity of 6.2 million gallons.
• Land Quality and Storm Water sections inspected Field B Project on
December 16, 2009 and ithas been closed. -
Field H -
• The project for Field H has been completed..
• Field H is new and we are controlling the water applied to the field while
we are trying establish a hardy vegetative cover crop. The rye grass is up
and there is a good stand throughout the field.
• Land Quality and Storm Water sections inspected Field H Project on
December 16, 2009 and had some corrective actions to be completed,
they will return within thirty days to make sure corrective actions were
completed. This project can not be recommended for closure until
permanent grass (Bermuda Grass) can be planted, which is scheduled for
mid June. Land. Quality will then evaluate if th'e project can be
recommended for closure once the permanent, grass has been
established.
Field.J
• The project for Field J has been completed.
• Installation of 2100 linear feet of piping in Field J has been completed
(September 2009). The piping was placed in a herringbone pattern in the
field and drains to the adjacent the L ditch:
• Installation of 750 linear feet of 15 inch pipe with manhole and installation
of 1025 linear feet of 18 inch pipe with manhole (piped from the Carolina
Bay to the perimeter ditch for maintaining water level control) was
completed on November 25, 2009.
• Land Quality and Storm Water sections inspected Field J Project on
December 16, 2009 and this project can not be recommended for closure
until permanent grass (Bermuda Grass) can be planted in the mid June.
Land Quality will then evaluate if the project can be recommended for
closure once the permanent grass has been established.
Timber Project (Land Application Site)
• . Project is complete and ready to receive residuals for land application
(October 5, 2009).
• The permit modification for land application to include the timber acres
and new acres at the spray fields was received by Campbell Soup on
October 9, 2009. Timber acres and new acres at the spray fields (Field
located between the Field J zones) can now be utilized.

Incomplete Projects

• Powers Surveying verified the tank location Longitude and Latitude and
set markers for base grading
• S&ME performed the geotechnical survey onthe base before the stone
was put down and a very good pass on the bearing capacity was received
• Evacuating and grading is -complete for the equalization tank. The'stones
have been placed in the bottom.
• Construction Resource Group had pump down forms and laid 48,000
pounds of rebar. This was completed on October 30, 2010.
• Concrete is scheduled to be poured Wednesday, November 10, 2010
weather permitting. Putting down 5000 high early. S&ME will be, in to take
slumps.
• Once acceptable strengths are reached wall panes will be erected -
approximately 2 % weeks out.
• Wall panes (48) have been cast and are ready for installation.
• It will take 4 to 5 days to set the wall panels and another 20 days to
complete the details.
• NCDENR sent the new permit for the Spray Irrigation System on October
22, 2010, this includes the permit modification done to include the
equalization tank

Field E, and has moved to the front quadrant Of Field A. By mid October
the work on Field E is expected th continue.
• The Erosion Control Plan for the Front Quadrant of Field;A was submitted,
approved and the permit was received on August 4, 2010.
• The Front Quadrant of Field A ig Currently being repaired (grading, sloping
and filling in lOw areas and holes and reseeding). Field A was down for
harvesting and was dry, the work would take about 15 days to coMplete
so .Floyd Brothers Construction Moved into Field A to go ahead and work
on getting the repair completed. The 11 inches of rain has slowed down
the work on the field and increased the days needed to complete the wOrk
on the field.
• The work (grading, sloping and filling in low areas and holes and
reseeded) on the Front Quadrantof Field A began on August 30, 2010
and is about 90% coMplete:
• The Erosion Control Plan for the Back Quadrant of Field A was submitted
for approval and the Erosion Control Permit was receiVed On September
17, 2010.
• On October 1, 2010 the grading, sloping and filling 'in of low areas began
in the Back Quadrant of Field A.
Spray Field Controls Project
> On -going Proiect Items
• One Million Gallon Equalization Tank = Engineering Design
• A prebid was held on September 2, 2010 for Civil work required 'for tank
construction and bids were due on Friday, September 10,.2010:
• Civil and Mechanical contracts have been awarded and work is beginning.
• Excavation for the Equalization Tank began on October 1, 2010.
• Relocation of.A Pivot force main is complete.
• Met with NCDENR on October 5, 2010 for review of the Permit
Modification Application. Expectingto receive the modified permit in three
to five weeks.
• Erosion Control Plans were sent using the express permitting option and
the Erosion' Control Permit was received on September 17,, 2010.
• Construction Resource Group had been advised to be ready to prepare for
steel install for the tank slab as soon as the permit modification is
received.
• Criser, Troutman and Tanner is nearly complete on design of Aerator
mooring method and circulation pump mounting and has submitted final
design drawings to the tank manufacturer.
• Matrix is still working on control plans for the equalization tank at their
Office and has submitted diagrammatics.
> Control and Power Trenching
• Control and power trenching is complete.

> One Million Gallon Equalization Tank — Engineering Design
• Criser, Troutman and Tanner has completed ciVil and erosion control
plans. A meeting is being scheduled with NCDENR on September 9, 2010
for the review: Erosion control plans will be submitted to NCDENR via
express permitting option.
• A prebid was held on September 2, 2010 for Civil work required for tank
construction. Bids are due Friday, September 10, 2010. Campbell's will be
in a position to break ground by September 15,-2010.
• Construction Resource Group has been advised to be ready to prepare for
the steel install for the tank slab beginning October 4, 2010.
• Criser, Troutman and Tanner continues to work on the design of Aerator
mooring method and circulation pump mounting, but has submitted a few
ideas.
• Matrix is still working on control plans for the equalization tank at their
office and has not made a submission to date.
• The pump and field control plan is near complete and will be delivered
September 20, 2010 for installation and startup.
> Pivot Valve Actuator Upgrades
• Actuator Upgrades for the Pivot Control Valves were complete as of
shutdown. They have been manually operated during control installation
but are now powered and will be tested in powered operation. These
actuators are same manufacturer as the actuator tested on A Field, which
has thus far provided far more reliable service.
• Control and Power Trenching
• Control and Power Trenching is in process (McCarter). This work is 95%
complete and Approval of NCDOT right -a -way encroachment has been
received and work will be soon 100% complete for control system testing
around September 20, 2010.
> Valley Panel Installation
• All Valley Pro2 Pivot Panels are installed and controlling locally (panel is
set to local control).
• Dry -walk zones have been programmed.
• End gun operational zones have been programmed.
• Ready for full control testing and automatic operation with the Valley
Control System beginning on September 20, 2010.
> Completed Project Items
• The project was approved on October 8, 2009.
• The kick off meeting between the Maxton Plant and World Head Quarters to
start mapping out the path of the project was held on October 28; 2009.

completed. , This project can not be recommended for closure until,

mid June. Land Quality will then evaluate If the project can be
recommended for closure once the'permanent grass has been
established.

• Installation of 2100 linear feet of piping in Field J has been completed
(September 2009). The piping was placed in a herringbone pattern in the.
field and drains to the adjacent the L ditch.
• Installation of 750 linear feet of 15 inch pipe With Manhole and installation
of 1025 linear feet of 18 inch pipe with manhole (piped from the Carolina
Bay to the perimeter ditch for maintaining water level control) was
completed on November 25, 2009.
• Land Quality and Storm Water sections inspected Field J Project on
December 16, 2009 and thisproject can not be recommended for closure
until permanent grass (Bermuda Grass) can be planted inthe mid June.
Land Quality will then evaluate if,the-project can be recommended for

controls requirements. MaktOn was involved in final review with Matrix but
expects to be involved in more detailed discussions. Matrix has not been
briefed in detail on equalization tank cOntrols to date, but is aware this will
be added to the scope of the project.
• Received final quote on pre -stressed post -tensioned equalization tank, 124'
inside diameter, 15'-3" depth, 11'-6" operating depth with sloped to center
botton1 and trough to discharge point. Received from Construction Resource
Group.
• Received quote on (4) 7.5 HP flOating mechanical aerators and (1) 5 HP
downdraft mixer. Received from Aqua -Aerobics through manufacturers
representative Crocker and Associates, Inc. Have also received quotes for 2
2 1/2"Snorkel Monitors with cleaning nozzles and fan nozzles rated at a
cumulative total of 850+ gpm from Stang Industries, This will provide fOr
optimum aeration mixing and recirculation at all tank levels
• Developed scope for Civil Engineering. Have received quote from Criser
Troutman Tanner as of 2010-05-07. CTT will start civil utility plan and
development of a budgetary estimate iMmediately.
• Piping and valves for critical path shutdoWn work have been ordered from
Piedmont Plastics and CAROTEK. This includes (1) 24" Control Valve, (3) '
24" Manual Valves, (2) 20" Manual Valves, 20" and 24" HDPE DR 11 IPS
pipe and fittings, and (2) Metraflex Wall penetration.kits.
• Two valley remote link panels have been ordered to allow communication
between I and J Field Flow Meters and'A Flow Meter to the Valley Base
Station reporting database.

equalization; tank elevations relative,to existing wet well were also

• Received a budgetary quote on apre-Stressed post -tensioned equalization
tank, 124' inside diameter, 15'-3" depth; 11'=6" operating depth. Received
from Concrete Resource Group through manufacturers representative
Crocker and Associates, Inc.
• Received a quote on (3) 10 HP floating mechanical aerators and (4) 7'/2 HP
floating mechanical aerators. Received from Aqua-AerobicS.through
manufacturers representative Crocker and Associates,
• In the process of investigation of other means of aeration (jet aeration et al.)
for cost/ efficiency / serviceability comparison to floating rechanical
aeration.
In the process of, investigation possibility of oval tank design' to improve
FIFO flow of effluent. Cost consideration With reinforcement Of straight walls.
• In theprocess of scheduling with Soil and Materials Engineers geotechnical
sampling of the area where,the tank will be set:
• Visited Perdue plant in Dillon, SC to review installation of pre -stressed post-
tensioned equalization tank 110' diareter as installed by Concrete
Resource Group. In attendance were representatives from Campbell's
Maxton Plant, Campbell's WHQ Engineering Group, Campbell's WHQ
Environmental Group, Crocker "and Associates, Inc:, Concrete Resource

Attached,is the NCG060000 permit shell that outlines the storm water requirements that Campbell Soup Supply ( CSS ) probably
is under relative to plant site activities. There is a separate Certificate of Coverage ( COC ) letter that is issued to. Campbell Soup
that has specific requirements and that addresses modifications that are distinct for changes in activity at the facility.
As discussed with Surface Water Protection staff in FRO, a proposal to add the outfalls at Field A and Field C will need to be
submitted to the central office of DWQ-Surface Water (attn: Bradley Bennett) for consideration. Also attached is the effluent
testing requirements (Attachment A) that lists sampling requirements. These parameters will also need to be sampled for in
conjunction with the parameters listed in the general storm water permit. A detailed explanation will need to be supplied with a
site plan indicating CSS operational intentions. Specific detail will be needed to address the management of and separation of
storm water discharged from the fields verses wastewater applied to said fields. Devices, structures, appurtenances; etc. will
need to be described and detailed with locations and features they will be installed in. Information on the nature, type and size
of surface water features being utilized to received the discharge will also need to be addressed.
Keep in mind that this will be a unique proposal, as it relates to the management of wastewater and storm water in the fashion
proposed. If you have other clients or are aware of similar type activities that have been implemented in other areas of the
state, that information could be helpful in reviewing the proposed request.
As you and CSS prepare the intended proposal, if questions arise concerning specific issues related to the existing storm water
permit issued to CSS, please contact Mike Lawyer in the Fayetteville office at 910-433-3329. If you have questions about the

Monitoring results shall be compared to the benchmark values in Table 3. Exceedences of
benchmark values require the permittee to increase monitoring, increase management actions,
increase record keeping, and/or install stormwater Best Management Practices (BMPs) in a tiered
