This being the primary road in the county makes that understandable. As you already know, there are a bunch of stream crossings on this project that are deep enough under the road that we can't open cut the pipe /culvert replacement and still maintain traffic. The plans really don't address this problem. As such, we've had to pursue bore and jacking many of these new pipes under the road instead. This has slowed down progress and substantially increased costs but it's the only viable solution. We were /will be able to slip line some of the existing culverts but in some locations that won't work. At these sites we have to bore and jack the new pipe beside and parallel to the existing crossing. That will result in losing a little bit of stream length on one side while gaining a little on the other end. The net gain /loss of stream length should be about 0 feet but the crossing configuration will be slightly different than what's on the plans so we are letting you know.
