As you are aware, the Department has monitored the Bear Branch mitigation site since its
construction in February of 2011. Located in Brunswick County, at Bridge No. 9�ver Bear
Branch on NC 130, this 0.41-acre site was monitored for temporary wetland impacts associated
with the B-4030 project. The temporarily impacted area, where the on-site detour was located,
was restored by removing the fill material used for the detour and revegetating the area that was
impacted. The site must re-attain jurisdictional wetland status at the end of three years;
hydrologic monitoring was not required for this project. According to permit conditions,
NCDOT was required to monitor the Bear Branch mitigation site for three years or until success
criteria were met, with vegetation monitoring conducted each year. After each growing season,
annual monitoring reports were submitted to the appropriate regulatory agencies via the Natural
Environment Section's (NES) website:

After three years of vegetation monitoring, the Bear Branch mitigation site indicates that the
planted species are surviving and the temporarily impacted areas have re-attained jurisdictional
status. Individual annual monitoring data is provided within the monitoring reports available on
NES's website between 2011 and 2013.

A site visit was conducted on April lst, 2014 with the regulatory agencies and NCDOT personnel
present. It was determined at that meeting that the site success criteria had been met and that no
further monitoring would be required. NCDOT requests that the appropriate resource agencies
provide written documentation stating that no further monitoring is required and that the site is
