Williams: The NC Department of Transporta�ion is scheduled to grade, drain, base and pave SR � 3 3 9, Roaring Branch Road in Ashe County. Total proj ect length is 0.76 mzles. The narrow 13 foot ,wide travel way will be widened to 18 feet and the� paved. Impervious surface area �will xncrease by about 0.46 �.cres. This is very rocky terrain with springs emanating from the old cut in numerous locations. The stream crossing at station 1�-22 1s really the only one that 1c�oks like a traditional stream. The remaining �vet pipes car�y springs that enter the ditch l�ne. An imperv�ous sandbag dike will be constructed upstream of thc existing pipe to create a small pc�ol. �lean water will tempc�rarily be pum.ped around the construction area and wi11 be discharged dovvnstream. Any dirty water located inside of the construct�on area will b� pumped into a silt bag if necessary. (Jnce the new pipe is in plac�, the impervious dike wi11 be re:maved and preconsiruction streambed elevations will be restored. Due to the low flow nature at the remaining wet pipe locations, the remaining �o�struction areas will be dried b� dropping sand bags in the d�tch line. If flaw starts to overtop the bags we ca�. turn on the pump briefly. The stream crossings all carry different �t1Ts to Roaring Branch (Class: C; t�RW). �I'h1s project was revi�wed for the presence of threatened and endangered spec�es on J�ebruar� 26, 2014. �'h1s proj ect will have no effect on any federally listed endangered plant or animal species. I-�istoric campliance work has been com.pleted and no surveys were required. The proj ect impacts are not significant 1n nature a�d should not r�move ar degrade exis�ing wa�er quality uses. Stormwater will be routed through grass or rock lined ditch�s, dependln� c�n �he ditch line slape. Pipe sizes used �vill be th� minimum necessary t� create a safe rc�adway. �Vet pipes exceeding 6% grade vvill not be buried. By utilizing t�e erasion control n�easures outllned in the attachments to this application, downstream vvater quality standards will be protected. Overall water quality in the area vvi11 be improved by paving the ABC travel lanes. A11 appropriate BMPs wi11 be used during construction.
