B. Prescott Marine Construction on behalf of James Ragan has submitted a CAMA Major Permit
application to install a 10 slip, residential marina. The property is located off 500 Block of Midyette
Street, Oriental, NC. The lot is maintained lawn and, trees, and coastal wetland with ±700ft. of shoreline
along Camp Creek. The 5.6 acre property is currently undeveloped.
Adjacent upstream property is a developed lot with a single-family residence, 250 ft. bulkhead.
Adjacent downstream property is an undeveloped lot with a family cemetery and a 40 ft. pier.
Camp creek is listed as Joint waters and is a secondary primary nursery area. It is in the Neuse
River Basin and classified as SC;NSW,HQW by the Environmental Management Commission. No SAV was
observed during the site visit on July 7, 2022.
Project Description:
The applicant proposes to install 5ft. X 240ft marina pier with 5 finger piers measuring 3ft. x
20ft. and 6 mooring pilings, creating 10 total wet slips. A 5ft. X 20ft. stepdown is proposed to serve as a
kayak launch. Total proposed platform area is 1600 Ft2. Depth at NWL at the end of the proposed pier
is 4.5 ft. Approximately 20ft. of the 240Ft pier will be access over coastal marsh. The facility will be part
of a future upland development.
Anticipated impact:
The project will create localized turbidity from piling installation. Total area of proposed shallow
bottom shading is 1600ft2.

Midyette Street Project
Project Narrative
The Midyette Street Project proposes a docking facility to provide wet storage slips for future
property owners of the site. Specifics to the docking facility are as follows:
• Pier-5'x80'
• T- Platform —5' x 70'
• Angled Platform — 5' x90'
• Step Down — 5' x 20'
• 6 Tie Pilings
• Five Finger Piers — 3' x 20' each
The dock will be constructed of wooden pilings, bracing and trim. Concrete "hog slat" or
Marine Panels will be used for decking. Most construction will be conducted waterward of the
shoreline. A barge equipped with an excavator with a vibrating head will drive pilings and set
concrete slats. A small amount of pilings installation will take place from land. Matts will be
utilized in order to minimize any damage done to existing wetlands.
We would also like to request a permanent maintenance corridor along the walkway that will
lead to the pier. We propose a maintenance corridor of 25', 10' on either side of pier and 5'
underneath of the decking. The Corridor will be maintained in accordance with CAMA
Standards for Coastal vegetation. This would allow for easier access to the docking facility and
protect the pier from becoming over grown with the wetlands that currently grows on site.

The Dock will be installed using timber pilings driven using the vibratory method. A vibrating head is attached to the arm of
an excavator. The Excavator will alternate between land and a floating barge. Later concrete panels will be put in place and
secured as decking.
