Dear Ms. Jones:
On June 23, 2022, Cheng Zhang of the Raleigh Regional (RRO) Office Division of Water Quality
conducted a Compliance Evaluation Inspection of the subject facility. The assistance and cooperation of
Mr. John Pitts, the Town's Public Works Director, during the inspection, were very helpful and
appreciated. A checklist of items is enclosed with this letter. During the inspection the following items
were noted:
1.) The Town's collection system is classified as a Class 2 collection system. It has approximately 2.5
miles of gravity sewer mains, 2.8 miles of force main (length of gravity sewer and force mail
listed on the permit appears in accurate), and 9 pump stations. Kenneth Kopp is the ORC. Adam
Stuckey is listed as the backup ORC in BIMS, the inspector was told that Adam Stuckey no
longer served as the backup ORC, the Town needs to designate a backup ORC.
2.) The Town has a map of the collection system map which does not include the entire system and
connection of satellite system, the map lacks some key required elements, such as flow direction,
pipe sizes, pipe materials, approximate pipe age, pump station ID and capacity, and location of
satellite system connection. The inspector was told that an engineer firm was developing a GIS-
based sewer map.
3.) The Town has developed and implemented a Capital Improvement Plan (CIP) for the sewer system.
Current CIP covers a ten-year period (from 2013 to 2023), the Town is in the process to develop a
new CIP.
4.) The system has 9 pump stations. All stations were equipped with telemetry system. Five pump
stations were visited during this inspection. These pump stations were inspected and maintained as
required by the permit, with exception that the visual alarm at Big Boy Pump Station was not
operable at the time of inspection.

5.) The Town has a grease control program. Grease traps/interceptors at restaurants and other food
services are inspected once per year. Grease/sewer educational material has not been distributed
at least twice per year as required by the permit (only available documented distribution was
in June 2022).
6.) A review of records and logbooks indicates the following
a) Records are maintained adequately for sewer line maintenance, cleaning, high priority line
inspection, and right of way maintenance. It was noted that 6854 feet of gravity line was
cleaned in 2021, 3618 feet in 2020, which did not meet the annual minimum 10% target (the
Town has about 15.5 mile of gravity sewer, the Town needs to verify the length of gravity
sewer and force main through GIS mapping).
b) Six Sanitary Sewer Overflows (SSOs) were discovered or reported since the last inspection.
7.) The Town has designated 4 high priority/aerial lines; these lines are inspected quarterly. Two high
priority lines were observed during the inspection, these lines were in good condition, the right-of-
way to these high priority lines were maintained and accessible.
