Date of Site Visit: June 13, 2012 Attendees: Katie Merritt - NCDWQ Eric Kulz – NCDWQ Tim Baumgartner – NCEEP Kristie Corson – NCEEP The purpose of the site visit was to assess the current conditions of the Norwood Gainey Project located in Wayne County. The group referred to the Monitoring Year 05 report. The MY05 report (attached) identifies 2,821,168 square feet of nutrient offset riparian buffer restoration at a 1:1 ratio (2,821,168 total Mitigation Units); and 5.4 acres of riparian wetland enhancement at a 2:1 ratio (2.7 total Wetland Mitigation Units). Brief Project History: Norwood Gainey is a grandfathered site. 0-50-foot zone - bare roots planted in December 2006 50-200 foot zone – herbaceous seed planted in December 2006; bare roots & Ball & Burlap (B&B) planted in December 2009; B&B replaced due to one-year warranty February 2010. Herbivory by deer, beaver, and rodents remains a constant threat at this site. The result is a major loss in bare roots in the 50-200 foot zone. 1 EEP staff explained the proposed area of riparian wetland enhancement is not meeting success criteria. EEP staff will recommend dropping the wetland mitigation component. The group observed the overall vegetation conditions of the site. DWQ staff recommended doing stem counts in the 0- 50 foot zone; if supplemental planting is required to meet the 320 stems, then no additional monitoring will be required in this zone. EEP will also perform stem counts in the 50-200 foot zone where the herbivory impacts have almost depleted the bare root plantings. DWQ advised that if re-planting occurs in the 50-200 foot zone, a full five years of monitoring will be required in this zone. DWQ staff observed the successful vegetation growth occurring along the western portion of the project area between the Dirt Access Road and the adjacent eastern ditch. They resolved that no further monitoring is required between Approximate Veg Plot Locations 1-6 (as shown on Figure 2 of the attached MY05 Report). Course of Action: EEP will perform stem counts along multiple random transects across the site and determine a course of action for this project.
