Dear Ryan and Tom, Onslow Water & Sewer Authority (ONWASA) is planning to install a new potable water line and wastewater force main line along 6.7 miles of NC-24 from Piney Green Rd to the eastern end of Hubert Blvd in eastern Onslow County. The wastewater project will allow the existing Swansboro WWTP and Hubert WWTP to be retired, and will include a lift station on the existing Hubert WWTP property. The wastewater facilities will be built first (possibly beginning in fall 2022) and the potable water facilities will be built a year later using the same construction corridors, which are marked in red on the attached series of Google Earth aerials. This PJD Request and PCN is intended for permitting both projects. The western half of the project (from Piney Green Rd to the west end of Hubert Blvd) is in the Wallace Creek watershed (New River HUC # 03020302-0206). The water and wastewater lines along this western portion will be installed along the south edge of the NC-24 right-of-way on Camp Lejeune Marine Corps Base property. The wastewater force main will end at the existing Piney Green lift station on Camp Lejeune, 500 feet south of NC-24. The lift station will transfer the flow to the existing French Creek WWTP for discharge into the New River south of Jacksonville. The potable water line will cross to the north side of NC-24 about 500 feet east of Piney Green Rd. The eastern half of the project (from the west end of Hubert Blvd to the east end of Hubert Blvd) is in the Queens Creek watershed (White Oak River HUC # 03020301-0301). The water and wastewater lines will cross under NC-24 near the west end of Hubert Blvd, and will be installed along the north edge of the NC-24 right-of-way, mostly on NC -DOT and Onslow County property, Environmental Field Studies ■ Wetland & Stream Delineation ■ 404-401 Permits ■ Mitigation Plans & Banking MOGENSEN MITIGATION INC. from here to the eastern end of the project. The existing lines from Hubert eastward to Swansboro are adequate; no upgrade or replacement of the these lines is currently proposed. Jurisdictional waters along the proposed alignment were delineated by Gerald Pottern of Mogensen Mitigation Inc (MMI) in 2021. The JD review area (study corridors) are marked in yellow on the attached aerials. All of the streams and wetlands examined and mapped appear to be non -tidal freshwater features, with trees, shrubs, and herbaceous plant communities typical of inland wetlands. We did not encounter any of the NC Division of Coastal Management (DCM) "coastal wetland" indicator plant species of Spartina, Salicornia, Distichlis, Limonium, or Cladium. We did find Scirpus and Typha species in several wetlands, but these are the same species that occur in freshwater inland habitats. The nearest "coastal wetland" as defined by the DCM plant list appears to be along Queens Creek at least 800 feet downstream from the project corridor, south of NC-24. Wallace Creek and its tributaries in the western half of the project area are designated Class SB- NSW waters. Queens Creek and its tributaries (including Bell Swamp and Pasture Branch) in the eastern half of the project area are designated Class SA-HQW waters. All of the stream crossings and most of the jurisdictional wetland crossings will be installed by horizontal directional drilling (HDD) to avoid impacts to waters and adjacent riparian forests. There are five areas where wetlands have been channelized and converted into roadside drainage ditches, and temporary construction impacts may be unavoidable. Ryan Davenport of DCM indicated to me last year that a CAMA General Permit application should be submitted. Page 10 of 10 PCN SECTION 3 -- SUPPLEMENTARY TEXT 3A. EXISTING CONDITIONS: From the wastewater pump station along Piney Green Rd eastward to the west end of Hubert Blvd, the project corridor runs just inside the southern edge of the NC-24 right -of way for 3.7 miles, mostly on Camp Lejeune property. The area between the highway pavement and the edge of the right-of-way is 70 to 90 feet wide and mostly undeveloped, except for a bank on the southeast corner of NC-24 and Piney Green Rd. It is roughly half cleared and mowed land, and half forested with a mix of pines and hardwoods. There is a mowed path just south of the right-of-way, and several gravel access roads onto Camp Lejeune cross this corridor. The project corridor crosses NC-24 at the west end of Hubert Blvd, then follows just inside the northern edge of the highway right -of way for the remaining 3.0 miles to the east end of Hubert Blvd. This segment runs alongside a fire station, a county park, the Hubert wastewater treatment plant, and several commercial businesses. Much of it this portion is mowed roadside, but some areas are forested especially near the stream crossings (Bell Swamp, Queen Creek, Pasture Branch, and tributaries). 3D. PROJECT PURPOSE: Onslow Water & Sewer Authority (ONWASA) is planning to install new potable water and wastewater force main lines along 6.7 miles of NC-24 from Piney Green Rd to the eastern end of Hubert Blvd in eastern Onslow County. The wastewater project will allow the existing Swansboro WWTP and Hubert WWTP to be retired, and will include a new lift station on the existing Hubert WWTP property. Camp Lejeune's existing wastewater lift station on Piney Green Rd will convey the flow to the existing French Creek WWTP for discharge into the New River south of Jacksonville. The wastewater facilities will be built first (possibly beginning in fall 2022) and the potable water facilities will be built a year later using the same construction corridors. The existing lines from Hubert eastward to Swansboro are adequate; no upgrade or replacement of these lines is currently proposed. This PJD Request and PCN is intended for permitting both projects. 3E. CONSTRUCTION METHODS: Ground disturbing activities will include tree clearing and grubbing as needed within the construction LOD, generally 35 to 45 feet wide to accommodate both water and wastewater lines. Using the existing mowed roadsides for equipment access will help minimize the need for forest clearing. All stream crossings and most of the wetland crossings will be installed by horizontal directional drilling (HDD) to avoid stream and wetland impacts. In some areas, streams and wetlands have been channelized and converted to roadside ditches; temporary construction impacts are unavoidable in these areas, which contain mainly saplings, shrubs, and herbaceous plants. For the open -trench segments in upland areas, trench widths will range from four to six feet, and average depth will be approximately three feet below existing ground elevation. PJDs cannot be appealed (33 C.F.R. 331.2); however, a PJD is "preliminary" in the sense that an approved JD can be requested at any time. PJDs do not expire. I am requesting that the Corps provide an approved JD for the property identified herein. An Approved Jurisdictional Determination (AJD) is a determination that jurisdictional "waters of the United States" or "navigable waters of the United States" are either present or absent on a site. An approved JD identifies the limits of waters on a site determined to be jurisdictional under the Clean Water Act and/or Rivers and Harbors Act. Approved JDs are sufficient as the basis for permit decisions. AJDs are appealable (33 C.F.R. 331.2). The results of the AJD will be posted on the Corps website. A landowner, permit applicant, or other "affected party" (33 C.F.R. 331.2) who receives an AJD may rely upon the AJD for five years (subject to certain limited exceptions explained in Regulatory Guidance Letter 05- 02). Please include a justification in the label regarding why the feature is non jurisdictional (i.e. "Isolated", "No Significant Nexus", or "Upland Feature"). Please include the acreage or linear length of these features as appropriate. For Preliminary Jurisdictional Determinations: • Wetland and non -wetland features should not be identified as Jurisdictional, 404, Waters of the United States, or anything that implies jurisdiction.
