4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
This PCN was submitted to DCM and ACE by email on June 15, 2022, but was not submitted to DWR at that time. Curt Weychert at DCM has reviewed it and replied in an email on Sept
14 that he is ready to approve it as a CAMA General permit. Tom Charles at ACE requested today that we re -submit it through the DWR edocs portal in order to get a SAW -number
assigned. Either Tom Charles or Brad Shafer will be the ACE reviewer; most of the impact is on the edge of Camp Lejeune.
From the wastewater pump station along Piney Green Rd eastward to the west end of Hubert Blvd, the project corridor runs just inside the southern edge of the NC-24 right -of way for 3.7
miles, mostly on Camp Lejeune property. The area between the highway pavement and the edge of the right-of-way is 70 to 90 feet wide and mostly undeveloped, except for a bank on the
southeast corner of NC-24 and Piney Green Rd. It is roughly half cleared and mowed land, and half forested with a mix of pines and hardwoods. There is a mowed path just south of the
right-of-way, and several gravel access roads onto Camp Lejeune cross this corridor. The project corridor crosses NC-24 at the west end of Hubert Blvd, then follows just inside the
northern edge of the highway right -of way for the remaining 3.0 miles to the east end of Hubert Blvd. This segment runs alongside a fire station, a county park, the Hubert wastewater
treatment plant, and several commercial businesses. Much of it this portion is mowed roadside, but some areas are forested especially near the stream crossings (Bell Swamp, Queen
Creek, Pasture Branch, and tributaries).

4h. Explain the purpose of the proposed project: *
Onslow Water & Sewer Authority (ONWASA) is planning to install new potable water and wastewater force main lines along 6.7 miles of NC-24 from Piney Green Rd to the eastern end of
Hubert Blvd in eastern Onslow County. The wastewater project will allow the existing Swansboro WWTP and Hubert WWTP to be retired, and will include a new lift station on the existing
Hubert WWTP property. Camp Lejeune's existing wastewater lift station on Piney Green Rd will convey the flow to the existing French Creek WVVTP for discharge into the New River south
of Jacksonville. The wastewater facilities will be built first (possibly beginning in fall 2022) and the potable water facilities will be built a year later using the same construction corridors. The
existing lines from Hubert eastward to Swansboro are adequate; no upgrade or replacement of these lines is currently proposed. This PJD Request and PCN is intended for permitting
both projects.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
Ground disturbing activities will include tree clearing and grubbing as needed within the construction LOD, generally 35 to 45 feet wide to accommodate both water and wastewater lines.
Using the existing mowed roadsides for equipment access will help minimize the need for forest clearing. All stream crossings and most of the wetland crossings will be installed by
horizontal directional drilling (HDD) to avoid stream and wetland impacts. In some areas, streams and wetlands have been channelized and converted to roadside ditches; temporary
construction impacts are unavoidable in these areas, which contain mainly saplings, shrubs, and herbaceous plants. For the open -trench segments in upland areas, trench widths will
range from four to six feet, and average depth will be approximately three feet below existing ground elevation. Impacts to jurisdictional waters will be permitted through a USACE
Nationwide Permit 58, and construction will be in accordance with an Erosion and Sedimentation Control Plan approved by the NC Division of Energy, Mineral, and Land Resources
(NCDEMLR). There are five roadside ditch wetland areas that will be temporarily affected, totaling 0.40 acre. All affected water features will be restored to pre -project grade and contours
to maintain proper drainage and roadside embankment stability for the highway. Natural durable materials, native seed mixes, and native plants and shrubs will be utilized in the
restoration.

Horizontal Directional Drilling (HDD) pipe installation will be used wherever practicable to avoid and minimize stream and wetland impacts. Proposed
impacts are limited to areas where wetlands are channelized into roadside ditches and avoidance is impossible. Using the existing mowed roadsides for
construction access will help minimize the need for clearing for clearing wetlands and riparian forests.

All wastewater from Swansboro and Hubert will be transferred to Camp Lejeune's French Creek WWTP which has a permitted capacity of 15 MGD.
Some of the treated wastewater is used for irrigation and other non -potable uses, and the remainder is discharged into the New River in accordance with
the facility's NPDES permit.

piplines at stream crossings will avoid SAV impacts.

This PCN was submitted to NC-DCM and US -ACE by email on June 15, 2022, but was not submitted to DWR at that time. Curt Weychert at DCM has reviewed it and replied in an email
on Sept 14 that he is ready to approve it as a CAMA General permit. MMI paid the DCM review fee ($400) on Sept 20.
Tom Charles at US -ACE requested today that we re -submit the PCN through the DWR edocs portal in order to get a SAW -number assigned. Either Tom Charles or Brad Shafer will be the
ACE reviewer; most of the impact is on the south edge of NC-24 along the north edge of Camp Lejeune property.
