Atlas staff was on site August 24, 2022 and observed one perennial stream, one intermittent stream, and one wetland onsite. The project is for the construction of 12 single-family residential home sites and additional infrastructure including the access road. Unavoidable impacts to Waters of the United States include two channel impacts on the perennial channel. Impact S1 (CH 100: — 22 LF, 0.003 Ac) (NWP 29) is for a permanent culvert crossing to access two lots. Impact S1 is required for a narrow driveway crossing to access two residential home site lots on the east side of the stream and property. Impact S2 (CH 100: — 30 LF, 0.006 Ac) (NWP 29) is a temporary rip -rap (for the Corps) impact required to prevent downstream head cutting. Rip -rap will be impressed into the channel bed along the downstream end of the culvert to prevent unstable conditions. Rip -rap which has been embedded into the channel bed is identified as an impact through DWR. The total length of stream impacts under the NWP 29 is 52 linear feet (0.003 Ac for the Corps and 0.009 Ac for DWR). The permittee has avoided and minimized impacts through multiple methods to avoid impacting most of the streams and wetland on site. Wing walls will be constructed to avoid and minimize stream impacts at the driveway crossing. The total linear footage of streams on site is 996 linear feet. Over 99% of the streams on site have been avoided. The total acreage of wetlands on site (0.013 Ac.) have been avoided completely.
