Zone 1 should be 30' and Zone 2 should be 20'. Please revise the impact maps, and if necessary, provide an updated impact table. [15A NCAC 02B .0714(8)] 2) Please provide a description and/or citation for the impact types shown in the Buffer Impact Table. "Deemed allowable" and "Allowable w/ mitigation" do not convey which item in the rules or table of uses that the impact type falls under. Impact Justification and Mitigation U 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: * The project was designed with avoidance and minimization as a top priority. A single open water impact for a road crossing is proposed. The outlet for the storm water pond could not be configured any other way after extensive studies by the engineer. Approximately 240,000 cubic yards of offsite fill material would be needed to construct the site without this impact. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Stringent ESC measures will be used during construction. Wetland to remain undisturbed will be marked with tree protection fencing. Temporary wetland impact areas will be returned to original contours and revegetated with native seed mix. The area below the open water road crossing will be allowed to revert to a natural wetland state, thus adding to the amount of vegetated wetlands remaining undisturbed on the site. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
