No problem, Keith. One item I just noticed was that, based on your updated impacts spreadsheet, the compensatory
mitigation requirement for wetland impacts will be 1.576 riparian wetland mitigation credits. However, your statement
of availability (SOA) from RES (dated 5/19/2022) only notes 1.45 riparian wetland mitigation credits. Please submit an
updated SOA from your chosen mitigation provider. Thanks.

John's taking PTO this week, but I believe I can respond your comments. The attached Excel file has been updated to
address the specific comments noted in your email below. We checked the acreage of permanent and temporary
impacts to come up with the updated numbers for the specific wetlands in question.
Temporary impacts were added to the table attached to address Comment #1.
Below is the rationale behind how the numbers were derived to address Comment #2 using Wetland W7E as an
example.

For W7E-A Value in column 2g Impact Area - Temporary is the impact created by clearing in the portion of
the wetland that lies within the permanent 50 ft easement outside of the 30 ft maintained corridor. After construction,
this area will be allowed to grow back in naturally.
Value in column 2g Impact Area —Permanent is the impact crated by the conversion of the
forested wetland to a non -forested wetland in 30 ft portion of the 50 ft permanent easement that will be maintained
going forward.
For W7E-B Value in column 2g Impact Area - Temporary is the impact created by clearing in the portion of
the wetland that lies within the temporary construction easement adjacent to 50 ft permanent easement. After
construction, this area will be allowed to grow back in naturally.
No revisions were made to the plan sheets based upon the comments provided. Please confirm the information
provided herein addresses your comments. Thank you.

Hi John. I had a chance to review the plans this morning. Most of the items I noted previously were completed and look
ok for permitting. There are a few items that I still need to be clarified, and I have itemized them below:
1) Drawing Number PNG-C-142-0001062: only permanent conversion impacts appear to have been calculated
(Impacts W4E and F). However, temporary (non -permanent conversion impacts also appear to be shown, and

Re Project: PNG Line 142 Gas Pipeline
This document confirms that Piedmont Natural Gas (Applicant) for the PNG Line 142 Gas Pipeline
(Project) has expressed an interest to utilize 1.58 Riparian Wetland Mitigation Credits from the EBX-
Neuse sponsored Neu -Con Wetland & Stream Umbrella Mitigation Bank, specifically 0.27 wetland
credits from the Blackbird Site and 1.31 wetland credits from the Arrington Bridge III site, in the Neuse
RUC 03020201. As the official Bank Sponsor, EBX-Neuse I, LLC, attests to the fact that mitigation is
available for reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate
purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the
issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has
fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation
obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the
purchase price. Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and
a documented copy of the debit of credits from the Bank Official Credit Ledger(s), indicating the permit
number and the resource type secured by the applicant. A copy of the Mitigation Credit Transfer
Certificate, with an updated Official Credit Ledger will also be sent to regulatory agencies showing the
proper documentation.
