Dear Mr. Smith:
In accordance with the NC Environmental Management Commission Special Order by Consent, EMC
SOC WQ S10-012, Duke Energy Progress,Inc. (Duke) is hereby submitting the Quarterly Progress
Report. This quarterly progress report submittal covers activities and progress for the calendar quarter
July through September 2014.
We appreciate the time you took to meet with us on August 12, 2014 to discuss the status of various

Action Item Reporting requirements Status
(1)Investigations Provide written investigations report Complete-The required investigative
to RRO and Central Office within report was submitted to the Raleigh

1.The Zero Liquid Discharge system began
construction on January 28,2013. As of
September 30,2014, construction of this
system was approximately 94%complete.
2. The Dry bottom ash handling system
began construction on December 14, 2012.
As of March 31, 2014, construction the
project is 100%complete. In accordance
with the terms of the SOC, notification of
completion was filed on October 17, 2013.
3. The monofill to be used to receive ZLD
conditioned ash began construction on
September 17, 2012. As of September 30,
2014, Phase 1 of the monofill was
approximately 99.5%complete.
4. Construction of the dry fly ash reliability
project began on June 9, 2014 with the
installation offooters. This project is 5%
complete. Most work associated with this
project will take place in 2015 and 2016.

Additional Items to report during the quarter
1. Planning for solids removal from the FGD settling pond progressed during the quarter. It is
expected that solids removal will take place during the fourth quarter of 2014. During an
inspection held on site August 14,2014, Duke and DENR staff discussed the proposed logistics
for this activity.
