(Duke) is hereby submitting the Quarterly Progress Report. This quarterly progress report submittal covers activities and progress for the calendar quarter July through September 2014. We appreciate the time you took to meet with us on August 12, 2014 to discuss the status of various projects related to the subject order. Mayo Electric Generating Plant Special Order by Consent EMC SOC WQ S 10-012 Quarterly Progress Report July—September 2014 -Attachment A: Schedule- Action Item Reporting requirements Status (1)Investigations Provide written investigations report Complete-The required investigative to RRO and Central Office within report was submitted to the Raleigh 225 days of the effective date of this Regional office and DWQ Central Office on order. February 1, 2013. A follow up meeting to discuss the report was held on February 14, 2013. Approval of the report was received from DWQ in a letter dated March 11, 2013. (2)Submit Construction Submit proposed schedule to RRO Complete-The Construction schedule was Schedule and Central Office. submitted to DWQ on May 3,2013. (3)Begin Construction Construction status must be As detailed in the Construction schedule communicated in quarterly report. submitted May 3,2013 and amended October 17, 2013: 1.The Zero Liquid Discharge system began construction on January 28,2013. As of September 30,2014, construction of this system was approximately 94%complete. 2. The Dry bottom ash handling system began construction on December 14, 2012. As of March 31, 2014, construction the project is 100%complete. In accordance with the terms of the SOC, notification of completion was filed on October 17, 2013. 3. The monofill to be used to receive ZLD conditioned ash began construction on September 17, 2012. As of September 30, 2014, Phase 1 of the monofill was approximately 99.5%complete. 4. Construction of the dry fly ash reliability project began on June 9, 2014 with the installation offooters. This project is 5% complete. Most work associated with this project will take place in 2015 and 2016. (4)End Construction Upon completion of construction Pending completion of action item(3). written notice must be provided to DWQ. (5)Achieve Compliance Operational Status must be Pending completion of action item(4). with NPDES Permit communicated in quarterly report. Reporting of monitoring Quarterly Progress Report Duke submitted results of additional reservoir and fish tissue monitoring September 25,2013;September 19, 2013 and September 23,2014. Signage Quarterly Progress Report Complete-Installation completed the week of July 23, 2012. Additional Items to report during the quarter 1. Planning for solids removal from the FGD settling pond progressed during the quarter. It is expected that solids removal will take place during the fourth quarter of 2014.
