This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994. Please note that a correction has been made to this permit (from the draft permit dated August 18, 2004). The weekly average values listed in Part A.(1.) of the draft permit should be daily maximum values. This error has been corrected with this final permit. If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings, Mail Service Center 6714, Raleigh, North Carolina 27699-6714. Unless such a demand is made, this permit shall be final and binding. Please take notice that this permit is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or any other federal or local governmental permit. Board of Education (BOE) has applied for a permit to discharge 0.004 MGD of domestic wastewater into Eurins Creek in the Roanoke River Basin. The discharge will generate from Pine Hall Elementary School. Pine Hall Elementary School consists of approximately 300 students and 30 staff, per the application. The current system is a failing subsurface system (existing septic tank. dosing tank, pump tank, and conventional trench system). The soils are not suitable for subsurface (as demonstrated by the current failing system). The soils are also not viable for spray/drip. POTW connection to Walnut Cove is cost prohibitive. NPDES Unit review of the EAA concurs with this conclusion. The most environmentally sound/economically feasible alternative was determined to be wastewater treatment, followed by direct discharge to Eurins Creek. Most of the existing system will continue to be used with the proposed discharge. (The BOE plans to add UV disinfection). The discharge will be located off Highway 772 near Pine Hall. Eurins Creek is designated as a Class WS IV waterbody. The creek flows into the Dan River, which is also classified WS IV in this area. The facility already exists, so no Local Government Review forms are required. The facility will be a Grade I facility - with monitoring frequencies reflective of this grade (basically, 2/Month). TOXICITY TESTING: This is domestic wastewater. No toxic effects are predicted and no toxicity testing is recommended. The potential toxicants in domestic wastewater (chlorine) will be specifically limited in the permit to protect aquatic life. At this time, the BOE proposes to use UV disinfection at the WWTP. Pine Hall Elementary WWTP Proposed NPDES Permit Page 1 PROPOSED LIMITS: A Level B water quality model was performed for the proposed discharge. Secondary limits are deemed sufficient to protect the D.O. standard (BOD5 = 30 mg/1, no NH3 limit, TSS = 30 mg/1). Flows for Eurins Creek were derived from the correspondence between Bob DeWeese (DPI) and Curtis Weaver of USGS (7Q10s = 0.4 cfs) . Winter 7Q10s and Qavg flow were derived from USGS publication, Low -Flow Characteristics of Streams in North Carolina, USGS Water -Supply Paper 2403. The hydrologic area is HA9, so equations for HA9 were used to derive the flows (with the exception of 7Q10s provided by USGS) . 8/16/04 - per Bob DeWeese, move forward with 4000 gpd based on the current student population. In the absence of data, the low -flow characteristics determined at nearby locations are expressed in terms of yields (cfs per sqmi of drainage area) and averaged to determine a yield that may be appropriate for the ungaged site. According the drainage -area maps in the District office, the drainage area is estimated (based on visual inspection of site's location relative to nearby locations with known drainage areas) to be about 6 sqmi. The average yield determined from three nearby partial -record sites having records of miscellaneous measurements is estimated to be about 0.075 cfs per sqmi. Applying the drainage area to this yield results in at 7Q10 discharge estimate of about 0.4 cfs. As discussed on the phone, one of the uncertainties associated with this particular estimate is the recognition that much of the Eurins Creek basin is underlain by Triassic basin, a geologic region where soils typically have very low infiltration characteristics. Correspondingly, streams underlain by this particular geologic region have been shown to have very little to no potentials for sustained base flows during extended dry periods. Examination of the NC Geologic map suggests that parts of two partial -record sites used to determine the average yield are also located in an area underlain by the Triassic basin. However, until sufficient data becomes available for locations on Eurins Creek, it may be appropriate to qualify the 7Q10 estimate as a possible maximum value that may occur. It is possible the actual 7Q10 low -flow discharge may be lower in view of the above considerations. Last week I met with the Stokes County School folks and Bob Deweese. They have a failing subsurface system at the Pine Hall Elementary School. Just a couple months ago they spend'over $15,000 to expand the drainfield (over 2000 feet of drainfield) and its a total disaster. The Health dept should never have approved with the soils in the area. You will be getting a request for Speculative Limits and then a permit application. They really have no other nondischarge alternatives and they do have a good sized stream only a couple hundred yards away. Hopefully they will get something like 30/30 so they can do single pass and not have the additional expense of recirculating for additional treatment. They are on a pump and haul right now as no wastewater can go to the drain field as it surfaces immediately and would be a health concern as the field is actually their playground . So just a heads up.
