HomeMy WebLinkAbout20141121 Ver 1_401 Application_20141014• DUKE ENERGY, CAROLINAS Mr. Andy Williams Raleigh Regulatory Field Office US Army Corps of Engineers, Wilmington District 3331 Heritage Trade Drive, Suite 105 Wake Forest, NC 27587 RE: Duke Energy Carolinas, Inc. Dan River Combined Cycle Station Pre - Construction Notification - Intake Structure Maintenance Dredging Dear Mr. Brown: Duke Energy Carolinas, Inc. is proposing to dredge around the intake structure at its Dan River Combined Cycle Station located in Rockingham County, North Carolina. Sediment accumulation in the area of the intake structure is typical at most power generating facilities with intake structures on riverine systems. The proposed project will use an eddie pump on a floating barge to dredge the 0.317 acre area around the intake structure of the plant. It is expected that the area will yield approximately 3500 cubic yards of spoil material. The material will be pumped to a mixing tank where it will be injected with a flocculent from the NC DWR List of approved PAMS /Flocculants. After polymer injection the material will be pumped into Geotubes, capturing solids while allowing filtered water to drain into a holding pond. From the holding pond the filtered water will gravity flow into the Dan River. The intake area will be dredged to the original contours of the stream bed, resulting in no increase in the depth of the stream at the intake structure. No equipment will be used in the river to complete the project, except for the floating dredge; therefore, we expect no permanent impacts to the river bed. Appropriate turbidity control practices will be used to minimize the effects of turbidity downstream. Thank you for your assistance with this project. If you have any questions or comments regarding this letter please contact me at (864) 590 -8226 or tara.ward@duke- enerev.com. Sincerely, ara M. We are planning to use a cutterhead suction hydraulic dredge to remove approximately 5,000 cubic yards of material from the forebay of the intake structure. The material will be pumped directly to the ash basin at the plant. This activity will not increase the depth of the stream channel. The material will be placed in a dry part of the basin and allowed to dewater. The ash basin is covered under NPDES permit #3468. Appropriate turbidity control practices will be utilized to minimize the effects of downstream turbidity. I would like to discuss project with you next week at your earliest convenience. Our records indicate that the nearest record of Roanoke logperch (Percina rex) is located approximately 4.5 river miles upstream in Smith Creek upstream of the confluence with the Dan River. I do not think there will be any endangered species issues with the maintenance of the intake structure as you described it. Thanks!
